Our Commercial Management, Professional Services Contracts (PSC) Office within CPG is looking for multiple Contract Administrator candidates to join the team! You will provide contract planning, management, and administration services for projects within PSC. This role will be responsible for coordinating and managing contract administration activities related to capital projects, including construction, design, engineering/architectural and other professional services, revenue vehicles, engineered equipment etc., in accordance with Metrolinx’s policies and departmental processes and procedures.

Requirements

  • Completion of a degree in Engineering, Construction/Contract/Commercial Law, Business Administration or a related discipline or a combination of education, training and experience deemed equivalent.
  • Demonstrated years’ experience in the contract management and administration of large multi-billion-dollar contractual agreements involving large-scale infrastructure projects that includes direct exposure to, or specialized working knowledge of: Contracting principles, processes, methods, practices as well as basic accounting and scheduling; Administration of construction contracts and/or engineering/architectural design contract, and other technical and professional services contracts.
  • Ability to interpret contract law, and Ontario legislation (e.g. The Construction Act, OPS Directives etc.), Canadian Construction Documents Committee documents, bespoke contract documents, and legal statutes and proceedings.
  • Ability to plan, schedule and organize a variety of activities and deal with stressful situations with tight deadlines with a high degree of accuracy.
  • Ability to communicate effectively with various personnel within and outside of the organization including management, professional staff, project team, construction site staff, other personnel to discuss, clarify and resolve technical/contractual matters, financial, legal, and other concerns.
  • Expert use of Microsoft office applications include Excel and experience using contract administration systems, such as Oracle Unifier and EBS.

Responsibilities

  • Review, interpret and analyze contract requirements, tenders, and contract documents, to ensure that the overall contracting strategy and individual clauses/terms are applied appropriately and consistently to reduce risk and protect the interests of Metrolinx.
  • Identify and advise on the resolution of a range of critical contract issues including contractor performance, and monitors contractor adherence to the terms of contractual agreements; enforces contractual obligations and conditions by engaging internal legal representation and aiding in negotiations and resolution of matters, or enforcement of penalty clauses, Liquidated Damages, etc.
  • Responsible for accurate administration of various contract records, such as work releases, change orders, certificates of payment, amendments, correspondence, notices etc. in the Contract Management System, such as Primavera Contract Manager and/or Oracle Unifier.
  • Monitor status of assigned contracts, prepare and provide reports to management and project teams, as required, such as financial status, pending changes, contingency usage, outstanding payments, difficult or problematic issues to facilitate timely resolution and avoid risk of claims and disputes.
  • Review invoices from contractors/vendors, perform contractual due diligence checks and process for payment in consultation with project teams by using standard CPG processes and procedures.
