About The Position

The Texas Health and Human Services Commission, Community Services (CS) Division seeks a highly qualified candidate to fill the Contract and Project Coordinator/CAMI position in the Operations department. This position reports to the Contract Operations Director and performs advanced (senior-level) contract administration and project management, serving as the principal project manager for all active procurements, including IT, to ensure timely execution. Provides audit oversight, consultative services, programmatic assistance, and will participate in workgroups as needed to support the division. The role includes assessing and proposing process improvements for greater efficiency, as well as developing policies, guidance letters, and newsletters. Additionally, the position acts as the subject matter expert on HHSC SCOR data reporting, developing standardized reports to support contracting programs. Legislative duties involve reviewing and analyzing procurement and contract management legislation, tracking bills, and assisting with bill analysis and implementation when necessary. This position will work under limited supervision, with considerable latitude for the use of initiative and independent judgment. The ideal candidate with apply change management concepts, thrive in a collaborative environment, and will uphold high professional standards, accountability, and integrity. Currently, this position does not have direct reports.

Requirements

  • Knowledge of contract procurement process, monitoring and administration for large-scope or high-dollar contracts, systems and procedures used to evaluate a third-party vendor’s performance, and local, state, and federal laws and regulations relevant to the administration of federal and state funds.
  • Knowledge of State government organization, administration, management, and operating practices.
  • Knowledge of change management practices and techniques, and project management theories and practices.
  • Knowledge of IT contract procurement process.
  • Skill in writing complex documents/reports, policies, and procedures.
  • Skill in developing contracts, in problem solutions, and in using data collection.
  • Skill in fiscal contract management, audits, or monitoring for administrative, programmatic, and fiscal monitoring.
  • Skill in project management, scheduling, resource allocation and in the use of a computer and applicable software and program IT systems.
  • Skill in organizing and presenting information effectively to executive leadership and external stakeholders.
  • Skill in providing leadership in a team environment.
  • Skill in use of computer software including, but not limited to, CAPPS Financial, SCOR, Excel, Access, HHSAS, USAS, or other governmental financial, contract management, Power Bi, power apps, etc., or human resources applications.
  • Ability to solve problems and resolve conflict.
  • Ability to build, establish, and maintain effective working relationships with varied groups and entities.
  • Ability to evaluate the performance of staff or contractors responsible for providing services.
  • Ability to implement and balance change and lead cross-functional/inter-disciplinary teams to design and deploy new or improved work processes.

  • Graduation from an accredited four-year college or university. A degree with major coursework in business administration, public administration, project management, or a related field, preferred. Experience may be substituted for one another; year for year.
  • At least 3 years of full-time professional work experience in large public sector organizations in contracts management, required.
  • At least 2 years of financial contract monitoring or financial contract auditing experience required.
  • Possession of both a current Certified Texas Contract Manager (CTCM) and Certified Texas Contract Developer (CTCD) certification is preferred.
  • At minimum, candidates must hold either a current CTCM or CTCD at the time of application.
  • The selected candidate must obtain the missing certification (CTCM or CTCD) within 12 months of the start date.

Nice To Haves

  • A degree with major coursework in business administration, public administration, project management, or a related field, preferred.
  • Experience in program management, project management, or large program oversight, preferred.
  • Legislative process experience, preferred.
  • Possession of both a current Certified Texas Contract Manager (CTCM) and Certified Texas Contract Developer (CTCD) certification is preferred.

Responsibilities

  • Develop standardized contract reporting using SCOR data and agency-approved applications such as Power BI.
  • Create protocols, metrics, and tools to support the Division.
  • Organize and analyze data to identify issues, trends, and opportunities for procedural or system changes.
  • Prepare documents and statistical reports, analyze contracting systems and outputs and make recommendations for system improvements.
  • Develops data-driven solutions to organize issues, and interprets historical, current, and projected data to identify problems, root causes, and areas of which procedural or system changes are needed (25%).
  • Learn technical and non-technical program knowledge to write contract administration policies and procedures, guidance letters, and training to support divisional strategic plans.
  • Communicates within the division and cross-divisional teams, leadership and ensures alignments with division updates, changes, and risks to support performance goals, and contract compliance for quality service delivery (25%).
  • Provides oversight into the operations and activities of contract administration to include administrative, programmatic, and fiscal monitoring for compliance with contract terms and agency, state, and federal requirements (25%).
  • Coordinate and facilitate with internal divisions and departments to achieve complex cross-functional program and business outcomes consisting of multiple work streams.
  • Analyzes internal and external HHS audit reports to identify gaps and trends of non-compliance related to contract administration.
  • Address compliance challenges and implement changes to address concerns.
  • Represent the agency at business meetings, workgroups, conferences, and seminars or on boards, panels, and committees (20%).
  • Other duties as assigned include, but not limited to, actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location (5%).
