About The Position

The Contract Specialist provides comprehensive acquisition support services to the Federal Bureau of Prisons. This role operates with a high level of autonomy and is fully authorized to act on behalf of the Contractor for all acquisition matters supporting the daily operations of the contract. The Contract Specialist partners closely with program offices, Contracting Officers, and acquisition stakeholders throughout the full acquisition lifecycle.

Requirements

  • Bachelor’s degree from an accredited institution in accounting, business, finance, law, contracts, purchasing, economics, management, or a related field.
  • Eight (8) to ten (10) years of experience providing federal contracting support services.
  • Demonstrated expertise across the full federal acquisition lifecycle, including requirements development, budgeting, acquisition planning, market research, and cost estimating.
  • Strong working knowledge of the Federal Acquisition Regulation (FAR), including FAR Parts 12 and 13.
  • Demonstrated experience performing solicitations, contract awards, modifications, negotiations, price analysis, and contract issue resolution.
  • Proven experience supporting proposal evaluations, including cost/price and technical analysis.
  • Knowledge of Procurement Administrative Lead Time (PALT).
  • Proficiency with Microsoft Office Suite.
  • Active Secret security clearance is required.

  • Master’s degree in a related field.
  • Experience using Unified Financial Management System (UFMS) or similar federal contract writing systems.

Responsibilities

  • Perform acquisition support functions independently with minimal government oversight.
  • Provide expert advice and recommendations across all elements of acquisition planning, including strategy, competition, risk, contracting methods, sources, costs, and milestone schedules.
  • Research and evaluate existing Government‑wide contract vehicles and commercial sources to identify best‑value solutions for services and products.
  • Conduct market research to identify potential vendors and contract vehicles, including GSA schedules, GWACs, and other agency contracts, with emphasis on socio‑economic program participation.
  • Prepare and document market research reports and market surveys.
  • Develop Independent Government Cost Estimates (IGCEs) using historical data, market analysis, and comparable agency procurements.
  • Support the preparation of Office of Acquisition (OA)‑approved acquisition packages and required supporting documentation.
  • Coordinate and communicate with program office SMEs, CORs, Contract Specialists, and Contracting Officers throughout all phases of the acquisition process.
  • Assist in the development of solicitations, amendments, awards, and contract modifications using approved contract writing systems.
  • Ensure all acquisition documentation is properly uploaded and maintained in electronic filing systems (eFile).
  • Provide professional business advice regarding procurement strategies, contract types, and negotiation approaches.
  • Support negotiations by preparing pre‑ and post‑negotiation documentation, including Award Determination Memorandums.
  • Support post‑award activities, including modifications, data calls, status reporting, meetings, and acquisition‑related administrative support.
