Security - Special Access Program (SAP) Security personnel interface with customers and the government on security requirements for proprietary programs as well as providing guidance and support to employees working on such activities, helping them stay abreast of changes and updates in requirements. The Contractor SAP Security Officer (CSSO) will perform a wide variety of tasks as part of the Special Programs Security Team. Duties include but are not limited to: developing, reviewing and administering the program’s security policies in a fast-paced, deadline driven environment to ensure compliance with the National Industrial Security Program Operating Manual (NISPOM), Department of Defense Manual (DoDM) 5205.07, and Joint SAP Implementation Guide (JSIG). Providing oversight and guidance related to security policies and procedures to ensure successful contract execution. This position will primarily support ICON and serve as an alternate for various efforts. You must be detail oriented, well organized, and able to multi-task while handling competing priorities and deadlines. You must also have ability to meet enhanced security requirements to obtain and maintain access to Special Access Programs.

Requirements

  • Typically requires: A University Degree or equivalent experience and minimum 5 years prior relevant experience, or An Advanced Degree in a related field and minimum 3 years experience
  • Experience implementing the following policies: NISPOM, DoDM 5205.07, and ICD 705.
  • Experience reviewing all security documents to include SOP, CONOPS, PAR, PSQ, SF-86, and security processing packages for accuracy and completeness.
  • Experience working with different DOD and/or IC Agencies.
  • Experience with Microsoft Office Suite to include Word, Excel, Teams, etc.

Nice To Haves

  • Degree major in Business Management, Security and/or Risk Management, Government Policy, Information Management, Criminal Justice, or other related field of study
  • At least 6 years of National Security experience preferred
  • Related training with Defense Counterintelligence and Security Agency (DCSA), Center for Development of Security Excellence (CDSE) including, Security Fundamentals Professional Certification (SFPC)
  • Prior CSSO / TSCO experience.

Responsibilities

  • Administer the security procedures (NISPOM, DoDM 5205.07, Intelligence Community Directive (ICD) 705, and JSIG), as they relate to operating in a classified environment for: personnel processing, media control, marking and control of documents / materials, security education, visitor control, destruction of classified.
  • Develop, prepare, and implement local Standard Operating Procedures (SOP), Concept of Operations (CONOPS), Operations Security (OPSEC) Plans, and proprietary test plans utilizing risk management principles.
  • Implement and maintain a media control program in accordance with JSIG requirements.
  • Apply mitigation policies and procedures to minimize incidents.
  • Maintain data compliance in DISS, SIMS, JADE, and Access Commander accounts.
  • Serve as the appointed Top Secret Control Officer (TSCO).
  • Prepare incoming and outgoing visit requests.
  • Provide security oversight and management to subcontractors and subordinate business units via the DD Form 254 or other contractual methods.
  • Establish, gain accreditation, and maintain a secure facility in accordance with (IAW) ICD 705.
  • Establish and oversee specialized procedures for the transmission of classified and/or proprietary material/information.
  • Establish and maintain a visitor control program.
  • Conduct and/or participate in internal reviews and/or Government inspections.
  • Investigate security infractions/violations and prepare reports specifying the potential for loss or compromise and the associated risk to the program(s).
  • Collaborate and assist the ISSO / ISSM on implementation of JSIG requirements.
  • A valid driver’s license is needed as this position may involve escorting individuals or couriering program material across business locations.
