About The Position

Parsons is looking for a talented Contracts Manager to join our growing team overseeing border wall construction across the southern United States. This high-impact role requires expertise in construction contract management, land acquisition processes, and agile contract modification to support dynamic project requirements. You will serve as the primary contracts authority, managing complex federal contractual relationships and ensuring successful program delivery. Note: US Citizenship is required for this position.

Requirements

  • US Citizenship with ability to obtain DHS suitability determination
  • Bachelor's degree in Business Administration, Finance, or related field
  • 15+ years of prime contract administration experience with a large international engineering and construction firm
  • Strong written and oral communication skills with proven ability to influence stakeholders at all levels
  • Comprehensive knowledge of engineering and construction industry business practices and prime contract negotiations
  • In-depth knowledge of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS)
  • Thorough understanding of CPFF (Cost-Plus-Fixed-Fee), FFP (Firm-Fixed-Price), and T&M (Time and Materials) contract types
  • Working knowledge of contract administration software and PC-based tools
  • Demonstrated ability to perform effectively in a management capacity
  • Construction contract modification expertise in fast-paced environments

  • Proposal preparation experience, including initial submissions and change order management
  • Pricing and cost analysis expertise

Responsibilities

  • Managing and facilitating all contract modifications and incentive/disincentive planning across multiple construction awards working closely with government client on highly-visible, federal program
  • Drive Strategic Negotiations – Lead contract negotiations for professional services, engineering services, and construction programs, including initial awards and modifications
  • Provide Expert Advisory Services – Analyze contractual terms, identify risks, and advise program leadership and project teams on complex contractual issues and mitigation strategies
  • Resolve Complex Contractual Challenges – Develop and implement solutions for difficult contract issues; negotiate sensitive matters with federal clients and subcontractors
  • Oversee Execution Contracts Team – Direct team supporting the customer as their contracting agent in administering prime and subcontracts
  • Support Business Development – Collaborate with directorate and project management on proposal preparation, contract negotiations, and administration strategies
  • Manage Government Relations – Interface directly with Federal Government Contracting Officers to review and resolve contractual issues, RFPs, and non-conforming terms
  • Build and Lead High-Performing Team – Manage team of Contract Administrators; provide technical guidance, training, performance evaluations, and professional development
  • Optimize Resource Allocation – Make strategic staffing assignments and reassignments based on evolving company and project needs
  • This role requires regular travel to project sites, customer facilities, and contractor locations
