About The Position

The Cost Accounting Program Manager is a pivotal member of the accounting department, responsible for overseeing and optimizing all aspects of cost accounting functions within the organization. This role is designed specifically to manage and control costs associated with material and supplies inventory, as well as fuel inventory, including coal, gas, and fuel oil. The Cost Accounting Manager ensures the accuracy of inventory records, establishes and maintains effective accounting practices, and provides actionable insights to support business operations and strategic decision-making. Requirements

  • Bachelor's degree in Accounting.
  • Ability to perform detailed work with high degree of accuracy.
  • Ability to develop and maintain collaborative, effective, and cohesive working relationships.
  • Ability to communicate effectively and timely, both verbally and in writing.
  • Ability to see strengths and weaknesses in staff and work to utilize the strengths while developing solutions to the weaknesses.
  • Ability to address issues and resolve disputes, gaining an outcome which is favorable for the enterprise.
  • Extensive knowledge of accounting principles and practices, to include but not limited to: Generally Accepted Accounting Principles (GAAP), Federal Energy Regulatory Commission (FERC) accounting and reporting requirements, and Securities and Exchange Commission (SEC) reporting requirements.
  • Familiarity with Sarbanes Oxley (SOX) requirements and relationships related to internal controls.
  • Strong understanding of the interrelationships between and among various data systems and various internal departments with the ability to recognize when issues arise.
  • Ten (10) years of progressive accounting experience
  • Must be able to demonstrate that he/she can perform all of the essential functions of the position.
  • Willingness to travel as required. (Must possess a valid driver’s license.)
  • Proficiency with calculator.

  • Experience in electric utility accounting, desired.

Responsibilities

  • Define, document, evaluate, and continuously improve the Oracle Supply Chain Execution – Cost Accounting processes
  • Oversee all inventory accounting and reporting, ensuring conformity with United States (US) Generally Accepted Accounting Principles (GAAP), the Securities and Exchange Commission (SEC), and the Federal Electric Regulatory Commission (FERC) Uniform System of Accounts (USOA) as appropriate.
  • Supervise the tracking, valuation, and reporting of materials and supplies inventory in all warehouse locations.
  • Implement and maintain robust procedures for the recording, reconciliation, and analysis of inventory movements.
  • Coordinate with procurement and warehouse teams to ensure inventory records are accurate and up to date.
  • Review and work with inventory managers on periodic physical inventory counts and reconcile discrepancies between physical and system records.
  • Prepare regular reports on inventory balances, aging, and valuation for management review.
  • Oversee Fuel Inventory Management (Coal, Gas, Fuel Oil) accounting and providing detailed reports on a monthly basis and compliance with supply contracts.
  • Track fuel purchases, consumption rates, and inventory levels for month end reporting.
  • Coordinate with operations and maintenance teams to ensure accuracy of inventory reports.
  • Generate monthly, quarterly, and annual cost reports for senior management and regulatory compliance.
  • Manage, account, analyze and audit Asset Retirement Obligations across Tri-State and its Subsidiaries to ensure accounting and regulatory standards are in compliance with both the State of Colorado and Federal Government Agencies, including, but not limited to, the Environmental Protection Agency (EPA), Colorado Department of Reclamation.
  • Support internal and external audits by providing necessary documentation and explanations related to inventory and cost accounting to ensure accurate, efficient, and timely quarterly and annual external audits.
  • Train staff on new systems, procedures, and reporting requirements.
  • Continuously evaluate and enhance internal controls to prevent errors, fraud, and inefficiencies.
  • Because Tri-State is an electric utility with continuous service obligations to its customers, regular, reliable, and predictable performance of the essential functions and responsibilities is an essential function of the job.
