About The Position

The Court Administrator is an administrative position responsible for developing, implementing and administering non-judicial functions and normal operations of the Paiute Indian Tribe of Utah Judicial Branch. The Court Administrator will assist with the daily clerical needs of the Tribal Court including court office management, document management, case management, financial management, community relations, court safety, court building management, court performance, and court advancement. This position also provides administrative support for the Tribal Chairperson, Tribal Council, Tribal Administrator and functions as the Tribal Council Secretary. This position supports the mission by being a leader in the Justice Services Department that seeks to 1) promote collective and individual self-sufficiency of the Paiute people, 2) enhance the safety and well-being of our tribal community, and 3) provide culturally relevant and holistic Tribal and justice services. Work Schedule: 8:00 AM - 5:00 PM, 1 hour lunch (unpaid)

Requirements

  • Must be insurable through the Tribe’s vehicle insurance (required).
  • Must pass a criminal and fingerprints background check according to P.L. 101.630 standards (required).
  • Must pass a pre-employment alcohol/drug screening (required).
  • Associate's degree from an accredited college or university in criminal justice, corrections, law enforcement, legal or a closely related field required.
  • Four (4) years’ experience in court administration required.
  • Must possess, maintain, and provide proof of a valid Driver’s License (required).
  • Must obtain, maintain, and provide proof of a certified public notary within one (1) year of hire (required).
  • Must obtain, maintain, and provide proof of a valid Tribal Historical Preservation Officer (THPO) certification within one (1) year of hire (required).

Nice To Haves

  • Experience with federal, state, and Tribal court systems, including inter-jurisdictional coordination is preferred.
  • Grant writing and contract management experience is preferred.

Responsibilities

  • Develops and implements policies, procedures, rules and regulations for the effective and efficient administration and operation of the court system in the following areas: personnel management, budgeting and planning development, financial administration, records management, facilities and court support functions.
  • Assists the Judge in reviewing and evaluating pending caseloads, dockets, and schedule.
  • Work with court staff and Justice Services officials on areas of court development.
  • Evaluates court functions against key performance indicators (KPIs) and recommends operational improvements
  • Ensures the court adheres to all relevant Tribal, federal, and state laws and regulations.
  • Assist in the development of the Tribal Court’s annual operating budget.
  • Tracks court-related revenue and expenditures; ensures proper accounting of fines, fees, and costs.
  • Seeks funding opportunities and assists in grant writing and contract compliance for court initiatives.
  • Develops and monitors internal controls for financial and administrative accountability.
  • Prepares court related statistical and performance reports for Tribal leadership and funding agencies.
  • Receives, tracks, and processes any fees associated with the Court.
  • Primarily responsible for answering the telephone, greeting guests, and providing information to attorneys, litigants and the public without giving legal advice.
  • Assist with the preparation of court correspondence.
  • Maintains a list of attorneys admitted to practice in the Tribal Court.
  • Care for and generate Tribal Court records and reports; compile Court data and statistics; file and/or certify documents; attend court sessions, including dependency and neglect child welfare cases; schedule and calendar proceedings; take minutes for record when in Court; and perform legal processing assignments, as necessary.
  • Oversee record management including computer operations, record retention and storage of records, local recordkeeping, and reporting of court minutes.
  • Interprets and executes statutory mandates, rules of court, and judicial system policies as they relate to administrative matters.
  • Oversee the vital statistics for the Tribe, including enrollment.
  • Assist with the development of court forms, templates and processes.
  • Oversees projects related to improving court access, technology, and procedural fairness.
  • Provide information when appropriate to attorneys, law enforcement officers, plaintiffs, defendants, court patrons, and agencies regarding court policies and procedures, case status, court forms and the scheduling of court hearings.
  • Assist with developing the courtroom for the proper conduct of hearings and meetings.
  • Attend Tribal Justice training events when requested.
  • Works with Judges and appropriate entities to meet the needs of the Tribal Court.
  • Provide detailed reports and performance outcomes in coordination with other Tribal Programs.
  • Use key performance indicators to monitor work performance, measure results, ensure deliverables meet intended projections.
  • Stay up to date with federal rules and regulations that are relevant to the TPP (i.e., ICWA, Foster Care, Child Welfare services, CPS, Title IVE, Title IVB and BIA).
  • Serves as the point of contact for the public, attorneys, advocates, law enforcement, and external partners interacting with the court.
  • Represents the Tribal Court in professional meetings, Tribal programs, and community outreach activities.
  • Coordinates with other agencies and Tribal governments on interjurisdictional court matters.
  • Performs complex duties in supporting the Tribal Chairperson and the Tribal Administrator.
  • Functions as the Tribal Secretary for the Tribal Council.
  • Attends Tribal Council Meetings and performs various secretarial and administrative assistant duties for the Tribal Council (arranging meetings, drafting agendas and memos, coordinating schedules, preparing meeting packets, and sending out all notices of Tribal Council meetings).
  • Prepares and maintains resolutions, meeting minutes and record keeping system.
  • Maintain the Tribal Chairperson's calendar, confidential files and official records.
  • Other duties as assigned to support the efficient operations of the Tribe.
