About The Position

This job is located in the City Manager's Office within the City of Oklahoma City and reports to an immediate supervisor in the Key to Home program. The Data Analyst provides support to the Key to Home (homeless services) and Mobile Integrated Healthcare (MIH) programs by collecting, analyzing, evaluating, and visualizing data to identify trends, measure outcomes, and guide program strategies and process improvements.

Requirements

  • Minimum of three (3) years of professional experience in data analysis, data visualization, or performance reporting.
  • Bachelor’s degree or higher in data analytics, information systems, public health, social science, or in a related field of study.
  • Knowledge of data management principles, including cleaning, transformation, validation, governance, and quality assurance.
  • Knowledge of and skill in using software and tools for data collection, analysis, and visualization.
  • Skill in organizing, recording, and analyzing large quantities of data.
  • Skill in preparing, analyzing, and summarizing complex reports.
  • Skill in effective verbal, written, and visual communication.
  • Ability to plan, design, implement, and evaluate systems and improvements.
  • Ability to present and explain data clearly to both technical and non-technical audiences.
  • Ability to ensure compliance with data privacy, security, and reporting standards.
  • Ability to perform system integrations and support data interoperability across platforms.
  • Ability to manage multiple priorities independently.
  • Ability to collaborate effectively with program managers, IT teams, and other stakeholders.
  • Ability and willingness to obtain certification through the United States Government Criminal Justice Information Services (CJIS).
  • Ability to work with minimal supervision.
  • Ability to travel as required.

Responsibilities

  • Collecting, cleaning, and analyzing data from the Homeless Management Information System (HMIS) and other sources to support reporting and decision-making.
  • Collaborating with program managers to define and track key performance indicators (KPIs), evaluate progress, and communicate results.
  • Designing and maintaining accurate, accessible, and privacy-compliant dashboards and visual reports for diverse audiences.
  • Maintaining data quality through validation, error resolution, and contributions to process improvements.
  • Supporting the scoping and development of data integrations across systems and visualization platforms in coordination with Information Technology (IT) and other programming teams.
  • Ensuring compliance with relevant data governance, privacy, and security standards, including the U.S. Department of Housing and Urban Development (HUD) HMIS Data Standards, Continuum of Care (CoC) requirements, Health Insurance Portability and Accountability Act (HIPAA), and applicable state laws.
  • Preparing reports and analyses for compliance submissions, grant applications, and program evaluations.
  • Participating in training and interdepartmental workgroups to strengthen data literacy and evidence-based practices.
  • Performing other duties as assigned.
