About The Position

The Office of Public Health Data Strategy and Modernization (OPHDSM) supports the availability and use of public health data to inform decision making and action as well as the governance of agency data assets to ensure consistent data management. The Office of Data Governance develops vision, direction, and leadership to advance agency-wide data governance and data management policies and strategies across DSHS. The Management Analyst works with DSHS programs on data governance policy and procedures including data sharing, metadata documentation, data quality, and other needs to ensure alignment with people, processes, and technology. Work involves effective policy analysis, road mapping, identifying areas for improvement, developing workable solutions, and overseeing organizational studies and evaluations of systems, operations, and procedures to assist management and staff in operating more efficiently and effectively.

  • Graduation from four-year college or university with major course work in business administration, biology, epidemiology, public health, or closely related field or 5 years of relevant experience is required.
  • Two years of experience with data analytics, data quality, data management, and/or data governance (required).
  • Two years of experience developing, editing, and analyzing business processes, workflows, policies, procedures, technical documents, and/or other written communications (required).
  • Two years of experience developing and delivering presentations and briefings to various audiences (required).

Nice To Haves

  • Master’s degree preferred.
  • Two years of experience in project management of high priority, complex projects (preferred).

Responsibilities

  • Oversees and implements data management activities for the agency under the direction of the Data Governance Director.
  • Serves as the primary point of contact for data governance implementation across all agency data assets.
  • Maintains effective communication with program management and agency staff and communicates to program areas on behalf of the Office of Data Governance.
  • Develops and implements solutions to issues and discusses program effectiveness.
  • Participates in special projects and coordinates planning to ensure a standardized and consistent approach to data governance and data management across the agency.
  • Coordinates with agency programs to develop new or modify existing policies, procedures, goals, and objectives.
  • Researches and evaluates data sharing statutes, policies, and procedures to identify problems and areas for improvement.
  • Advises agency programs on developing and maintaining metadata and data quality requirements and identifying and resolving data quality challenges.
  • Assists in the oversight of the Data Governance Council and associated workgroups.
  • Plans and conducts meetings as well as organizes and facilitates workgroups.
  • Participates in other agency meetings to identify gaps and opportunities for advancing data governance principles and priorities and ensuring alignment.
  • Identifies training needs and oversees the development and implementation of data governance training materials.
  • Reviews technical and programmatic data governance reports and provides feedback.
  • Develops, coordinates, and distributes data governance materials including briefing documents, correspondence, reports, forms, bill implementation, talking points, and other data visuals.
  • Performs other duties as assigned. Other duties as assigned include but are not limited to active participation and/or support to meet the agency’s obligations for disaster response and/or recovery or continuity of operations activation. Such participation may require an alternate shift pattern, assignment, and/or location.
