About The Position

The North Carolina Department of Commerce is the state's lead agency for economic, community and workforce development. This position reports to the Director of Data and IT and is responsible for designing and implementing data structures and workflows that ensure data integrity and efficient reporting for CDBG-DR programs. The role supports all aspects of program data management, including data collection, quality control, analysis, reporting, and compliance with federal, state, and local requirements. Primary duties include designing and maintaining secure, scalable databases and managing data integration across grant management systems, HUD portals, and other DCR platforms. The position also develops and maintains ETL processes, optimizes database performance, and implements data governance, quality assurance, and disaster recovery practices. In addition, the role manages data and IT projects, collaborates on dashboards and data visualization, and provides training, documentation, and technical support. Established in 2025 after Hurricane Helene, the Division of Community Revitalization (DCR) leads housing recovery and economic revitalization in western North Carolina through coordination with state, local, federal, and nonprofit partners.

Requirements

  • Demonstrated experience designing and maintaining relational database systems and database normalization, usage of Extract, Transform, Load (ETL) tools, and development of dashboards and data visualization.
  • Demonstrated experience using Python, T-SQL, PS/SQL, and other programming languages.
  • Demonstrated experience identifying complex data problems and creation of scalable, effective solutions including data integrity, schema modifications, and compliance documentation.
  • Demonstrated experience communicating technical ideas and procedures to stakeholders that are not technical and collaborate with teammates, program managers, and outside vendors.
  • Demonstrated experience overseeing large-scale, deadline-driven database-related initiatives.
  • Bachelor's degree in computer science or an IT related field or a related curriculum from an appropriately accredited institution and six years of progressive experience in programming and applications analysis including the design and maintenance of an integrated database system; or
  • Associate degree in computer science or an IT related field or a related curriculum from an appropriately accredited institution and seven years of progressive experience in programming and applications analysis including the design and maintenance of an integrated database system; or
  • High School or General Educational Development (GED) diploma and ten years of relevant experience in programming and applications analysis including the design and maintenance of an integrated database system; or an equivalent combination of education and experience.
