About The Position

The Division of Information Technology's mission and vision is to promote and protect the health of all New Yorkers through the use of innovative technology and health information that is useful and available. We are seeking a seeking a Database Analyst professional to join the Database Administration team and support data-driven public health IT initiatives. This role serves as a critical support and coordination lead for the Director of Database Administration, overseeing the operational stability of a large-scale SQL Server environment. The position acts as a central liaison between technical teams and divisional IT units to ensure the seamless delivery of database initiatives.

Requirements

  • Professional/Vendor Certification(s) in database administration that is required for the position to be filled.
  • A baccalaureate degree from an accredited college or university, and two years of satisfactory fulltime (not classroom based) experience in database administration. Experience must include database design, configuration, installation, troubleshooting, integration, performance monitoring, maintenance, enhancement, and security management;
  • A four-year high school diploma or its educational equivalent and six years of satisfactory full-time (not classroom based) information technology experience (IT) of which at least two years must have been database administration experience as described in "1" above; OR
  • A satisfactory equivalent of education and/or experience equivalent to “1” or “2” above. Undergraduate education may be substituted for experience on the basis that 30 undergraduate semester credits from an accredited college or university is equivalent to 6 months of information technology experience, but may not be substituted for the required database administration experience. A masters degree in computer science or a related field from an accredited college or university may substitute for one year of database administration experience. However, all candidates must have at least one year of satisfactory full-time (not classroom based) database administration experience as described in "1" above.

Nice To Haves

  • 5+ years of experience in IT operations, Project Management, or technical analyst role, preferably supporting database or infrastructure teams.
  • Strong experience developing and maintaining metrics, dashboards, scorecards, and management reports using Excel, Power BI, Tableau, or similar tools.
  • Demonstrated ability to manage RAID logs, schedules, milestones, and deliverables in alignment with PMO methodologies.
  • Working knowledge of SQL Server environments sufficient to understand operational impacts, dependencies, and risks (no hands-on administration required).
  • Experience analyzing incidents, changes, and service request data to identify trends and support continuous improvement initiatives.
  • Ability to synthesize technical information into clear, concise executive-level summaries and visual reporting.
  • Strong organizational and documentation skills, with the ability to manage multiple workstreams and competing priorities.
  • Proven ability to collaborate across DBA, application development, QA, infrastructure, security, audit, and PM teams.
  • Ability to translate business objectives into measurable operational outcomes and KPIs.
  • Excellent written and verbal communication skills.
  • Detail-oriented, process-focused professional with a strong interest in operational excellence, data-driven decision-making, and continuous improvement.

Responsibilities

  • Support the Director of Database Administration by assisting with planning, coordination, tracking, and reporting of database administration activities across production and non-production SQL Server environments (SQL Server 2016–2022).
  • Assist in the day-to-day oversight and monitoring of a large-scale enterprise database environment consisting of 60+ servers and 1,500+ databases, ensuring operational stability and service continuity.
  • Act as a liaison between DBA teams, application development, infrastructure, network operations, and divisional IT units to facilitate communication, gather requirements, and support timely delivery of database-related initiatives.
  • Coordinate and track database change requests and deployments, ensuring proper approvals, documentation, scheduling, and adherence to change management processes.
  • Assist with coordination of backup, recovery, high availability, and disaster recovery activities, including documentation, validation, and status reporting.
  • Assist in the development and documentation of standard operating procedures, workflows, and best practices for database administration activities.
  • Monitor dashboards, alerts, and incident reports; track production issues, outages, and remediation activities, escalating as needed and ensuring follow-up actions are completed.
  • Coordinate after-hours and weekend support coverage, including scheduled maintenance and emergency response activities.
  • Support process improvement initiatives by helping identify opportunities for automation, efficiency gains, and risk reduction in DBA operations.
