About The Position

Scope of Responsibility Responsible for providing additional management and leadership capacity to a County Human Services Department. Directly responsible for certain units within Human Services and has responsibilities across the entire department ranging from human capital (HR/recruiting, career progression, and mentoring), client and project management, coordinating practices and policies while ensuring implementation. Acts as the Department Head overseeing all HS functions in the absence of the Human Services Director. Duties and Responsibilities Essential Functions · Provides administrative and supervisory direction to assigned Human Services staff. · Evaluate the performance of direct report. · Establishes performance and quality standards for employees. · Consult with the Human Resources Director and Human Services Director on disciplinary issues. · Identifies and organizes training opportunities to address knowledge and skill gaps. · Participates in employee recruitment, hiring, performance, and retention activities. · Assists in evaluating staffing levels. · Assists with the application of the County Personnel Policies and Collective Bargaining Agreements. · Coordinates with the Human Resources Officer and Human Services Director on evaluations and employee Performance Improvement Plans. · Monitors Department budget; identifies emerging trends and problem areas; recommends remedial action as needed; assists with the preparation of the annual budget request. · Acts as the Department Head in the absence of the Human Services Director. · Interprets and disseminates State/Federal programmatic regulations and policies to units. · Reviews and develops HS operating policy to ensure consistent application and compliance with policies. · Participates in the cooperative management of the Human Services department. · Assists with a system of management/ tracking/compliance regarding Human Services provider contracts. · Ensures compliance with the County's procurement policies; monitors contractor compliance with contract terms; and maintains documentation. Manages and directs the Department staff and the employees' work activities in alignment with the County's vision and direction. Provides effective supervision, training, and guidance for assigned personnel; is approachable; anticipates changes and manages challenges. Promotes teamwork and cooperation. Serves as a positive role model of successful performance and ethical conduct. Monitors and documents the work performance of assigned personnel on a timely and continual basis, conducts effective coaching, reviews performance, and takes corrective action whenever necessary. Delegates responsibility and authority. Responsible for scheduling work assignments, tracking, and approving hours of work. Additional Functions · Attend trainings as needed. · Member of the department management team. · Performs special projects. · Performs other duties as assigned or apparent. While these are the primary focus of the position, we believe strongly in teamwork and employees will be called upon to perform a variety of duties as part of their role with the County.

Requirements

  • Considerable knowledge of public administration and governmental operations.
  • Extensive knowledge of Federal and State laws and regulations relating to department programs.
  • Knowledge of principles and practices of human services administration.
  • Familiarity with Fillmore County community agencies and resources.
  • Knowledge of basic accounting and financial management
  • Considerable knowledge of program administration, personnel administration, management techniques, and organizational development.
  • The ability to develop and implement Department goals and objectives; plan, coordinate, direct, and evaluate the work of others; develop and implement Department policies and procedures; and supervise personnel in a manner conducive to efficient performance and high morale.
  • The ability to communicate effectively, orally and in writing, and have strong positive public relations skills.
  • The ability to establish and maintain effective working relationships with others.
  • Ability to apply professional/managerial principles and judgment within overall goals/direction established by senior management.
  • Ability to use considerable analytical ability to select, evaluate, and interpret data from several sources; interpretation of guidelines, policies, and procedures is required.
  • Ability to maintain effective working relationships with frequent interaction to negotiate critical agreements or motivate behavior that requires a well-developed sense of strategy and time and the ability to engender the trust of diverse audiences.
  • Ability to travel with your daily work assignment.
  • Ability to travel within Minnesota, including extended overnight stays.
  • Ability to work extended, evening, and weekend hours as needed.
  • Must comply with organizational and departmental policies.
  • Performs physical/mental demands of the work environment requirements for this position.
  • Attendance during regularly scheduled work hours, and outside regular hours, as necessary.

  • Must comply with data practices policies and standards relative to private data. Any access to private data should be strictly limited to accessing the data that is necessary to fulfill employment responsibility. While data is being accessed, employee should take reasonable measures to ensure private data is not accessed by individuals without a work reason. Once the work reason to access the data is finished the private data must be properly stored according to county policies and the Minnesota Statutes.
  • Bachelor's degree in public administration, business administration, social work, psychology, sociology, or related area; and Three years relevant work experience; and Two years of supervisory/leadership work experience; or equivalent combination of education/training/experience.
  • Must possess a valid driver's license and be able to drive in the state of Minnesota.
  • Must successfully complete a background check.
  • Obtain and maintain certifications and licensures.
