About The Position

Peraton is seeking a Deputy Program Manager (DPM) to join our team of qualified, diverse individuals. This position is located in Herndon, VA. The qualified applicant will become part of Peraton's Department of State (DOS) Consular Systems Modernization (CSM) Program, for the Office of Consular Systems and Technology (CST). This initiative uses agile application development and DevSecOps methodologies to modernize and consolidate the operational environment under a common technology framework in order to better support the services provided to CST customers. The DPM supports the overall leadership, execution, and successful delivery of large-scale, enterprise IT applications, including data and AI initiatives. The DPM provides day-to-day operational oversight to ensure portfolios are executed in alignment with contractual scope, schedule, cost, quality, and performance objectives. This role serves as a key liaison between Government stakeholders and internal delivery teams, driving transparent communication, effective risk management, and integrated execution across functions. In addition to execution responsibilities, the DPM contributes to program growth by supporting business development activities through execution-driven insights, task order responses, and recompete efforts. Leveraging deep operational knowledge and customer engagement, DPM helps identify improvement opportunities, and strengthens long-term customer relationships. This role is critical to maintaining delivery excellence while positioning the program for sustained performance and strategic growth.

Requirements

  • Bachelor’s degree and at least 16 years of experience related to Agile Software Development, Cloud migration and/or DevSecOps
  • At least 10 years of progressive experience managing or supporting large-scale application development programs as a Program Manager, Deputy Program Manager, Project Manager, or PMO leadership role.
  • 10+ years of experience managing large programs (100+ personnel) delivering enterprise IT support to 6,000+ end users across multiple locations.
  • Experience supporting shared services models and environments and enterprise-wide modernization efforts.
  • Demonstrated experience supporting government programs, preferably within civilian agencies.
  • Proven ability to think strategically and operate independently in complex, high-visibility environments.
  • Demonstrated experience overseeing SLA management, schedule coordination, and resource planning for enterprise infrastructure or managed services programs.
  • Proven expertise in governance, risk, and performance management in accordance with federal IT policies and standards.
  • Experience driving program growth and supporting business development through execution-driven insights linked to customer strategic goals, proposal and task order responses, and recompete efforts.
  • Exceptional written and verbal communication skills, including experience engaging with C-level executives and senior federal leadership.
  • Ability to work on-site in Herndon, VA and attend government meetings on-site in Washington, DC.
  • U.S. Citizenship required.
  • Must be able to obtain or have an Active Secret (or higher) clearance. Interim clearances acceptable.

Nice To Haves

  • Prior experience supporting the Department of State, particularly Bureau of Consular Affairs (CA) or Bureau of Diplomatic Technology (DT) programs.
  • Experience operating within a Program Management Office (PMO) supporting governance, reporting, metrics, and performance management.
  • Project Management Professional (PMP) certification.
  • Experience with federal contracting, FAR/DARS, or agency-specific acquisition processes.

Responsibilities

  • Support the day-to-day leadership and execution of large-scale enterprise IT programs, including data- and AI-enabled initiatives.
  • Provide operational oversight of program resources, staffing, and task execution to ensure alignment with scope, schedule, cost, quality, and performance objectives.
  • Lead and coordinate cross-functional teams to design, implement, and sustain programs that meet contractual, technical, and operational requirements.
  • Oversee program execution activities, including schedule coordination, dependency management, risk identification, and issue resolution.
  • Serve as a primary day-to-day interface with Government stakeholders, supporting transparent communication and timely responsiveness to program needs.
  • Build and maintain strong customer relationships that support both successful execution and long-term program growth.
  • Support program governance activities, including performance reporting, metrics tracking, and compliance with federal IT policies and standards.
  • Coordinate with internal technical, security, and operations teams to ensure integrated delivery across systems and services.
  • Support transition planning, knowledge transfer, and continuity of operations across program phases.
  • Represent the program in customer meetings, technical forums, and internal leadership reviews to support delivery and capture opportunities.
  • Support business development efforts through execution-driven inputs to task order responses, recompetes, and RFIs, leveraging operational insight and lessons learned.
  • Identify execution risks and improvement opportunities that inform organic growth strategies and strengthen competitive positioning.
  • Follow the Peraton Business Acquisition Process as applicable and communicate execution considerations to program, capture, and technical leadership.
