About The Position

AECOM is seeking an experienced Deputy Quality Lead to be based in our Baltimore, MD office to support the B&P Tunnel Replacement (BPTR) Program among other project opportunities available at AECOM. AECOM is the delivery partner for Amtrak on the BPTR Program that will upgrade a ten-mile section of the Northeast Corridor (NEC), America’s busiest passenger rail line. The delivery partner team is responsible for supporting Amtrak with overseeing the full breadth of the program. The scope of services includes program management, design oversight, construction oversight, commissioning oversight, program controls, commercial management, and capacity building. The Program will also include delivery of new roadway and railroad bridges, new rail systems and track, and a new ADA-accessible West Baltimore MARC station. The Deputy Quality Lead will support the Program Quality Lead in managing, executing, and continuously improving the Quality Management System (QMS) for this large, complex program with Construction Manager at Risk (CMAR) contracting type. This position provides leadership and oversight across design, construction, supplier, and program-wide quality functions, ensuring compliance with federal guidelines (FTA, FRA), contractual requirements, technical specifications, and Build America, Buy America Act (BABA) provisions. The role requires hands-on field involvement, cross-functional coordination, high-level analytics, and the ability to guide quality teams and project leadership toward proactive quality management and continuous improvement. The ideal candidate is an experienced quality leader with a strong background supporting large, multidisciplinary infrastructure programs—preferably within the rail or transit sector—and a deep understanding of the CMAR delivery model. The position requires regular attendance at the Integrated Project Office (IPO) and the construction sites in Baltimore, MD.

Requirements

  • Bachelors Degree in Engineering or Construction Management or related field plus 6 years of related experience or demonstrated equivalency of experience and/or education
  • U.S. Citizenship is required, due to the nature of the work
  • Valid U.S Driver’s License required to visit project sites, clients, and other AECOM offices. As a condition of employment, selected candidate must pass a Motor Vehicle Records review
  • Strong knowledge of QMS processes in large-scale infrastructure projects

Nice To Haves

  • ASQ CMQ OE or CQA Certification preferrable
  • 10 years of Design Quality Management and / or Construction PMCM related Quality Management with minimum of 5 years in decision making roles
  • Rail industry experience
  • Experience in tunnel, underground, or heavy civil infrastructure quality management
  • Demonstrated experience implementing and improving Quality Management Systems (QMS) on large, multi‑contract programs
  • Hands‑on field quality experience in geotechnical, structural, waterproofing, concrete, and MEP systems typical of tunnel environments
  • Familiarity with Construction Manager at Risk (CMAR) delivery and quality oversight within collaborative contracting models
  • Proficiency in quality data analytics, trend analysis, and root‑cause investigation for continuous improvement
  • Understanding of risk management as it relates to quality, including early identification of quality risks in design and construction
  • Ability to interpret and enforce technical specifications, contract requirements, and regulatory standards

Responsibilities

  • Lead development and implementation of the Quality Management System (QMS), including policies, plans, procedures, work instructions, checklists, and quality tools, aligned with FTA 15 Essential Elements
  • Conduct frequent gap analyses and SWOT assessments to identify risks and improvement opportunities
  • Perform external and internal design quality audits and oversight reviews
  • Review and approve construction and design quality staffing plans and associated quality documentation
  • Evaluate and approve Inspection and Test Plans (ITPs)
  • Support procurement by reviewing material quality submittals and pay applications
  • Oversee third-party quality staffing, plans, and contractual compliance
  • Conduct construction, supplier, and process audits to ensure adherence to program standards
  • Perform field audits and surveillance activities for internal and external stakeholders
  • Review Buy America Build America Act submittals and oversee related sampling plans and compliance efforts
  • Provide quality guidance and direction to program leadership, package managers, CMAR teams, design joint ventures, and corporate oversight (including Amtrak)
  • Conduct supplier site visits, including steel fabrication facilities, and participate in field “Gemba” walks with construction and safety leaders
  • Develop KPI analytics, track quality performance metrics, and prepare monthly reports and dashboard updates
  • Manage quality investigations and Non-Conformance Reports (NCRs) through resolution and closure
  • Facilitate training sessions and workshops for internal teams, field staff, suppliers, and laboratory personnel
  • Monitor quality controls related to testing, materials, inspections, witnessing, and hold points; audit supporting documentation
  • Support updates and revisions to quality specifications
  • Train staff on EMPP / InEight compliance module and collaborate with IT to enhance system functionality
  • Capture and share lessons learned to drive continuous improvement across the program
