About The Position

Under the supervision and direction of the Treasurer, responsible for supervising and monitoring day-to-day operations in coordination with the treasurer. This position manages the daily operations of the tax office and provides supervision to achieve the goals set forth by the treasurer. Contributes to office-wide planning, goal setting and management.

Requirements

  • Bachelor's degree from an accredited college or university and five (5) years of progressively responsible experience in business, accounting, finance, administration, economics, or other closely aligned course of study – OR
  • An equivalent combination of experience and formal training and seven (7) years of progressively responsible experience in business, accounting, finance, administration, economics or other closely related fields.
  • The ideal candidate must possess extensive knowledge of the principles, methods, and practices of accounting and fiscal management.
  • General knowledge of cash accounting practices and financial statement analysis required.
  • Strong quantitative and analytical skills with the ability to spot patterns, trends and opportunities required.
  • Solid knowledge of Microsoft Office (Word, Excel, Outlook) is essential.
  • Must be detail oriented and have excellent problem-identification and problem-solving skills.
  • Knowledge of principles of planning, budgeting, governmental finance, and personnel principles and practices
  • Excellent oral and written communication skills, along with the ability to communicate and negotiate with a variety of internal and external constituents required.
  • Ability to plan, organize, direct, and evaluate the work of others engaged in diversified activities
  • Ability to analyze complex verbal and statistical reports and to formulate action based on analysis along with organizational problems to determine proper course of action.
  • Prepare and present effectively oral and written informative material relating to activities of the tax office.
  • Effective working relationships with subordinates, other township officials, state and federal authorities, and the public.
  • Ability to type at a reasonable rate of speed (minimum 40 wpm)
  • Ability to establish and maintain effective working relations with associates, auditors, other government officials and the public

Responsibilities

  • Performs all duties as outlined in the Administrative Code and Home Rule Charter, Deputy Treasurer
  • Interpret assignments, accounting laws, rules, regulations, policies, and procedures to carry out the daily business objectives of the Tax Office under the direction of the treasurer.
  • Assists and manages Township Tax Office employees, including providing professional development, performance evaluations, disciplinary recommendations, and processing payroll.
  • Advises and assists subordinates in solving problems.
  • Establishes and maintains effective communications within the Tax Office and with those of other Township departments, outside organizations, and agencies within the County, State and Federal agencies as appropriate.
  • Assists the Treasurer with planning and research activities to anticipate future needs and implement steps to facilitate the application of these plans to department operations.
  • Assures implementation of policies and programs developed and initiated by the Treasurer.
  • Disseminates goals and objectives within the department.
  • Advises Treasurer on unresolved issues to be addressed.
  • Develop recommendations for guidelines, policies, and procedures for all cash management-related activities in conjunction with the Treasurer.
  • Maintains oversight and responsibility for office standard operating procedure manual, crafting detailed, operational instructions and controls.
  • Updates manual annually or as needed.
  • Accountability and monitors compliance of operating procedures.
  • Manages and maintains records for the Township's real estate taxes, garbage fee, per capita and interim tax bill in accordance with local, state, and federal regulations.
  • Provides quality and effective customer service with courtesy and understanding to customers, and internal departments.
  • Receive payments from the public to be processed within the tax department.
  • Communicate with taxpayers, real estate agencies, lawyers and other government agencies regarding collections, payment, and exoneration eligibility for real estate tax, garbage fees, and per capita tax questions.
  • Maintains resident garbage records.
  • Processes exonerations and reductions for per capita and garbage fees for eligible taxpayers.
  • Maintains communication, understanding, and cooperation between the Tax Office and Berks County Intermediate Union (BCIU) and Whitehall Coplay School District (WCSD).
  • Handles all reassessment changes from Lehigh County, processing bills or refunds in a timely manner.
  • Prepares professional, official correspondence as required for collections, insufficient funds, or stop payment bank checks.
  • Prepares information for Treasurer to run reports for all taxes, garbage fees and adjustments.
  • Prepares information for Treasurer to run end of month/end of year reports.
  • Reconciles cash receipts daily.
  • Prepares daily deposit and reconciliation of township real estate tax, school tax, garbage fees and per capita tax received.
  • Prepares, records, batches, and posts real estate bills, per capita tax bills, and garbage fees.
  • Prepares correspondence to taxpayers whose payments must be corrected before they may be accepted for payment.
  • Performs related work as required.
