About The Position

R3 is seeking an experienced Development and Test Environment Lead to oversee and manage the Development and Pre-Production environments supporting a dedicated enterprise technology ecosystem. This role ensures that non-production environments accurately mirror Production, enabling reliable testing, controlled releases, and operational stability. The Development and Test Environment Lead will provide technical leadership and operational oversight across development, testing, and deployment coordination functions. This individual will work closely with engineering, testing, and release teams to ensure environment integrity, quality assurance standards, and streamlined deployment processes.

Requirements

  • Bachelor’s degree in Information Technology, Computer Science, Engineering, or related field
  • 10–15 years of progressive technical experience in enterprise IT environments
  • Demonstrated experience managing Development, Test, and Pre-Production environments
  • Proven leadership or management experience guiding technical teams
  • Strong understanding of environment management, configuration control, and release processes
  • Proficiency in automation framework design, scripting, and CI/CD integration
  • U.S. Citizenship required

Nice To Haves

  • Active or previous DoD Secret or Top Secret clearance
  • DOE L or Q clearance
  • Experience operating within highly regulated or compliance-driven environments
  • Experience working within a managed services delivery model
  • Certified Software Test Engineer or similar testing certification
  • DevOps-related certifications
  • Agile or Scrum certifications
  • Relevant cloud, automation, or infrastructure certifications

Responsibilities

  • Lead the setup, configuration, monitoring, and maintenance of Development and Pre-Production environments to accurately mirror Production
  • Ensure environment consistency, configuration control, and version alignment across Development, Pre-Production, and Production tiers
  • Coordinate activities between Development, Pre-Production, and Production environments to support controlled releases and operational readiness
  • Support testers in the development of testing strategies and test plans
  • Oversee test execution processes to ensure quality standards are met
  • Analyze, document, and report on test results and environment performance metrics
  • Maintain a strong understanding of testing types including functional, performance, and security testing
  • Apply appropriate testing methodologies to ensure system stability and readiness
  • Design and maintain automation frameworks supporting testing and environment validation
  • Develop and support scripting solutions using languages such as Java or Python
  • Integrate testing and validation workflows into CI/CD pipelines
  • Serve as liaison between release and deployment teams and teams responsible for workstation and server maintenance and operations
  • Ensure change control and release coordination processes are followed
  • Develop and maintain documentation for environment configurations, standards, and procedures
  • Mentor team members and promote continuous improvement in testing and environment management practices
