About The Position

The Director of Capital Project Management office (PMO) is responsible for leading a PMO that governs the planning, execution, and delivery of capital infrastructure projects. This role ensures projects are delivered safely, on time, within budget, and in compliance with regulatory, operational, and financial requirements. The Director partners closely with Construction, Engineering, IT, Finance, Regulatory Affairs, and Executive Leadership to align the project portfolio with strategic business objectives.

Requirements

  • Bachelor’s degree in Engineering, Business, Finance, Economics, or Project Management
  • 10+ years of progressive project and program management experience, preferably within a utility or regulated infrastructure environment.
  • 5+ years in a PMO leadership or portfolio management role.
  • Experience managing large capital programs and enterprise initiatives.

Responsibilities

  • Own and maintain PMO standards, methodologies, tools, and governance frameworks aligned with utility best practices.
  • Define project lifecycle processes, stage-gates, and approval criteria for capital projects / related initiatives.
  • Ensure PMO PMs are consistently applying project controls, risk management, change management, and quality assurance standards.
  • Lead planning, prioritization, and optimization of project portfolio.
  • Ensure alignment of the project portfolio with strategic plans, rate case commitments, regulatory mandates, and asset management priorities.
  • Monitor portfolio performance, benefits realization, and capacity planning.
  • Ensure projects comply with regulatory requirements (e.g., public utility commissions, local jurisdictions, safety regulations, environmental mandates).
  • Support audits, regulatory filings, and reporting related to capital project execution and performance.
  • Partner with Regulatory Affairs and Finance to support rate recovery and cost justification.
  • Utilize project cost estimating, budgeting, forecasting, risk registers and schedule management.
  • Ensure accuracy and transparency of project financials, including earned value, variance analysis, and corrective actions.
  • Drive disciplined change control and escalation processes.
  • Partner with Engineering, Construction, IT, Supply Chain, and external contractors to ensure integrated project delivery.
  • Resolve cross-functional issues impacting project delivery.
  • Build, mentor, and develop PMO staff and project managers.
  • Drive continuous improvement, lessons learned, and maturity advancement of project management practices.
  • Promote a culture of accountability, safety, and execution excellence.
  • Provide clear recommendations and decision support to leadership.
