About The Position

As the Director, Emergency Preparedness and Response at Oncor, you’re responsible for developing and implementing end-to-end business resilience and crisis management capabilities that strategically position Oncor to operate effectively, despite unforeseen disruptions. You’ll ensure the organization can effectively prepare for, respond to, and recover from disruptive events of all scales, safeguarding people, operations, digital assets, and brand reputation. Reporting to Vice President of Business Operations, you will be a proactive and collaborative partner responsible for embedding a culture of preparedness across the company. This hands-on role requires you to think strategically, act decisively under pressure, and enable the capabilities needed to safeguard the business.

Requirements

High School diploma, GED, or equivalent and 8+ years of experience in Business Continuity, Information Technology (IT) risk management, and/or operational risk, with demonstrated ability to integrate resilience strategies across business and technology domains required.
Certified Business Continuity Practitioner (CBCP) certification is required.
Expert knowledge of resilience frameworks like ISO22301, American Society for Industrial Security (ASIS) Business Continuity Guideline coupled with a strong understanding of risk management
Strong understanding of end-to-end business processes and their dependencies on technology, systems architecture, and data flows.
Experience performing complex risk assessments on critical business processes and related technology components.
Experience and understanding of the utility sector including its assets, guiding regulation and overall mission.
Strong experience with communications, ability to build relationships across multi-functional teams, experience managing large programs/projects/initiatives, technically proficient, strong written and verbal communication skills.
Demonstrated skills leading and collaborating with others, including executive management and external stakeholders.

Applicants with a Bachelor’s degree in an engineering discipline, crisis management, business, or project management are encouraged to apply.
Applicants that are Certified Risk Management Professional (CRMP), Certified Cyber Risk Professional (CCRP), or HSEEP Certified with experience developing and overseeing training programs related to resilience and/or storm response at the enterprise level are encouraged to apply.
Applicants with prior experience supporting regulated organizations with the ability to understand legislation that impacts operations are encouraged to apply.

Responsibilities

Strategic Resilience Program Management: Lead Program Strategy and Governance: Develop and refine the enterprise-wide Business Resilience program, defining its core components (e.g., Business Impact Assessment (BIA), Business Continuity Plan (BCP), Incident & Crisis Management) and creating a governance framework including governing policies, standards and chairing all related resilience governance groups in consultation with existing risk governance groups.
Drive Cross-Functional Integration: Champion resilience across the enterprise by partnering with key functions. Ensure tight alignment with enterprise risk management, internal audit, between Business Continuity and Technology Disaster Recovery strategies, and between Crisis Management and the Cyber Incident Response program.
Ensure Continuous Evolution and Maturity: Proactively evaluate and mature the resilience program, continuously assessing its effectiveness against the evolving threat landscape and shifting business priorities to ensure a constant state of preparedness.
Crisis Management Leadership: Program Management: Develop the Oncor Crisis Management Framework to include triggers, local, regional and enterprise level teams, oversee plan development and testing.
Lead Real-Time Crisis Response: Act as the crisis leader during major incidents by activating the Crisis Management Team (CMT) providing strategic guidance and driving timely decisions and resource coordination across teams.
Enhance Organizational Preparedness: Design and implement an enterprise-wide exercise program based on Homeland Security Exercise and Evaluation Program (HSEEP), including ensuring tabletop simulations are held with key stakeholders, to continuously validate plans, test capabilities, and track areas for improvement. Develop executive level training to prepare for all hazards addressing key decisions, actions and communications. Develop and deliver simulations at least annually.
Drive Continuous Improvement: Conduct post-incident reviews and after-action reports to identify root causes and lessons learned, ensuring that corrective actions and preventative measures are implemented across the business.
Serve as a Strategic Advisor: Act as a key advisor to business leaders on crisis response and continuity, providing executive-level reports on preparedness, incident trends, root cause analyses, and the status of ongoing improvement initiatives. Represent the company to various external entities as a leader in disaster planning, to ensure compliance with legal and regulatory requirements and to emphasize our commitment to community stakeholders.
Cross-Functional Partnership and Ownership: Partner with stakeholders: Work across all business units (e.g., Operations, Corporate Security, Technology, Human Resources (HR), Legal, Regulatory, Communications, Measurement, Customer Service, Supply Chain, etc.) to embed resilience principles and practices into their daily operations.
Trusted advisor: Act as the subject matter expert and trusted advisor to senior leadership, providing regular updates on program status, potential risks, and crisis response.
Building a Resilient and Ready Culture: Foster a culture of readiness and accountability by empowering functional leaders, ensuring they have the necessary resources and support to embed resilience principles throughout their areas of responsibility. Point of contact for Oncor Regulatory Affairs for any Public Utility Commission of Texas (PUCT) or North America Electric Reliability Corporation (NERC) requirements related to Resilience or Storm Response.
Training, Exercising, and Raising Awareness: Exercise Strategy: Partner with key stakeholders to design and execute a broad exercise and testing program to strengthen incident and crisis management capabilities, including tabletop exercises, functional drills, and full-scale simulations to validate plans and improve response capabilities.
Training & Awareness: Develop and deliver appropriate training and awareness programs for all levels of the organization, from executive leadership to individual team members, on their roles during a disruption.
Other duties as needed are based on department and/or organizational needs.
Storm Response Program Management: Program Management: Assess current state and align all actions to align with overall Business Resilience and Crisis Management Frameworks following same triggers and reporting requirements.
State/Federal/Trade Association Collaboration: Acts as the point of contact for all State and Federal response in Oncor’s service territory. Develop stakeholder engagement processes to take advantage of public resources where applicable. Additionally, lead point of contact for Edison Electric Institute (EEI) with any storm related subject matter.
