About The Position

Community Health Action of Staten Island (CHASI) drives dramatic improvements in the health of New Yorkers by feeding people who are hungry, healing families broken apart by violence, and bridging the gaps between people and the compassionate health care they deserve. CHASI serves the most vulnerable individuals, families, and communities with critical services and programs. CHASI provides outreach, education, prevention, and direct support services for populations most affected by health disparities – the poor and working poor, low-income people with chronic illnesses, persons with criminal justice involvement, substance users, domestic violence survivors, people of color, and the LGBTQ community.

POSITION SUMMARY:
The Director of Financial Planning and Budgeting reports to the Executive Vice President of Finance and assists in developing and implementing strategies and policies that support the agency in meeting its financial objectives. The Director works closely with the Associate Vice President (AVP) of Financial Planning and Budgeting and the Finance team to help develop, monitor, and evaluate organization-wide and program-specific budgets. This role is highly collaborative and hands-on, requiring strong budgeting, analytical, and organizational skills, along with experience supporting complex government-funded programs. The ideal candidate is detail-oriented, flexible, and comfortable working under tight deadlines in a mission-driven environment. The Director supports the AVP of Financial Planning and Budgeting and the EVP, Finance to ensure fiscal operations align with agency practices, funder regulations, and GAAP accounting standards. The Director must maintain confidentiality and professionalism in managing sensitive budgetary and personnel-related information.

Requirements

• Bachelor’s degree in Accounting, Finance, Business Administration, or a related field preferred.
• At least 3 years of relevant nonprofit finance or accounting experience preferred; experience with government-funded contracts is a plus.
• Familiarity with city, state, and federal grants, and an understanding of basic compliance requirements.
• Strong analytical, organizational, and time management skills with the ability to manage multiple priorities.
• Effective communication skills with the ability to work collaboratively across departments.
• Proficiency in Microsoft Office Suite (especially Excel); experience with accounting or cost allocation software preferred.
• Demonstrated experience managing payroll allocations, fringe benefit calculations, COLA adjustments, WEI funding, and preparation of Consolidated Fiscal Reports (CFR).

Responsibilities

• Assist in leading the organization’s annual planning and budget process for city, state, federal, and foundation grants, as well as other agency operational needs.
• Support the preparation, review, and submission of grant budgets, budget modifications, and monthly reports to funders in collaboration with program staff.
• Help track expenditures and ensure timely submission of vouchers, drawdowns, invoices, and reports.
• Support the monitoring of grant performance to budget and assist in preparing monthly updates for leadership.
• Assist with the preparation of regulatory cost reports and respond to follow-up requests from funders or auditors.
• Help maintain and improve tools and templates for developing and tracking budgets.
• Provide day-to-day support to accounting staff working on budget and accounts receivable functions.
• Allocate shared and indirect costs across funding streams in accordance with approved cost allocation methodologies.
• Oversee payroll distribution and ensure accurate allocation of salaries and fringe benefits across grants and programs.
• Manage and track Cost of Living Adjustments (COLA) and Workforce Enhancement Initiative (WEI) funding to ensure proper budgeting, compliance, and reporting.
• Prepare and support submission of the annual Consolidated Fiscal Report (CFR) and related schedules in accordance with New York State requirements.
• Assist in maintaining procurement policies that align with funder and agency financial objectives.
• Support staff with procurement system (COUPA) access, questions, and approvals.
• Help review and process reimbursement requests, consultant agreements, and service contracts.
• Collaborate with leadership to identify cost-effective and compliant purchasing options.
• Support the AVP of Financial Planning and Budgeting in developing and communicating sound financial policies, procedures, and controls.
• Assist in ensuring compliance with city, state, and federal fiscal regulations.
• Collaborate with the Human Resources department to verify budgeted salary allocations and assist in benefits planning.
• Participate in finance and budget-related projects and initiatives as assigned.
• Assist in preparing and analyzing monthly fiscal reports, including budget projections and cash flow analyses.
• Support the annual audit process by gathering and organizing documentation for external auditors and funders.
• Help ensure timely and accurate responses to fiscal inquiries from funders and internal stakeholders.
