About The Position

The Cook County Board of Review (CCBOR) is a quasi-judicial body that reviews and hears property tax appeals. Working directly with the Chief Deputy Commissioner and/or designee, the Director of Communications serves as a strategic lead for all communications, media relations, and public information efforts for the Cook County Board of Review. The Director will be responsible for developing effective messaging and communications strategies. This position plays a pivotal role in shaping, coordinating, and delivering a consistent and transparent message about the CCBOR’s mission, decisions, and impact on Cook County taxpayers. The Director of Communications will also work with the CCBOR Commissioners and their respective press representatives, and ensures that communication from the CCBOR is cohesive, accurate, and aligned with the agency’s overall vision and goals. The ideal candidate is an experienced media professional who possess expertise in managing media relations, and multiple stakeholders.

Requirements

  • Bachelor’s degree from an accredited college or university is required; a Master’s in Communications, or MBA, from an accredited college or university or related field is preferred.
  • 5+ years of demonstrated experience in media management.
  • 5+ years of demonstrated experience coordinating goals for multi-departments within one organization/agency with a single message.
  • Demonstrated experience creating and implementing communication strategies both proactive and reactive.
  • Strong analytical skills with the ability to translate data into executive-level insights.
  • Excellent writing and presentation skills.

Nice To Haves

  • Knowledge of the CCBOR operations, procedures, policies, practices, and guidelines, or the ability to gain such knowledge.
  • Knowledge of the CCBOR property tax system, or the ability to gain such knowledge.
  • Proficiency with Microsoft Office suite (Word, PowerPoint, and Excel).
  • Skilled at writing and editing internal and external communications related to the CCBOR’s initiatives, policy objectives, mission, and operational status.
  • Ability to establish and meet office and departmental deadlines, production goals, and effectively utilize time with limited oversight.

Responsibilities

  • Strategic Communications Leadership
  • Develop and execute a comprehensive communications strategy that supports the CCBOR’s goals, enhances public understanding of the property tax appeal process, and reinforces confidence in the CCBOR’s transparency and integrity.
  • Lead rapid response communication efforts during high-profile or sensitive matters, ensuring accuracy, transparency and coordination among the commissioners’ teams.
  • Media Relations & Unified Messaging
  • Serve as the primary media contact for the Board of Review, proactively engaging with press, responding to inquiries, and preparing official statements.
  • Write press releases
  • Manage relationships with journalists.
  • Digital Communications Oversight
  • Direct the CCBOR’s online and social media presence, ensuring that digital channels effectively communicate Board actions, decisions, and initiatives in a clear and timely manner.
  • Internal Communications
  • Maintain relationships with communications representatives from each district to ensure effective coordination, timely information sharing, and message alignment while respecting each Commissioner’s independent role.
  • Coordinate messaging from the districts to present a consistent, professional unified public voice for the CCBOR.
  • Foster internal communication practices that keep management and districts informed, engaged, and aligned with the CCBOR’s goals and initiatives.
  • Coordinate with other Cook County partners.
  • Public Information Management
  • Oversee public-facing materials, including press releases, statements, digital content, newsletters and annual reports. Ensure clarity, accuracy and accessibility for Cook County audiences.
  • Lead the development and communications strategies behind annual and quarterly reports
  • Media Training and Messaging Support
  • Provide coaching, guidance, and messaging framework to Commissioners and staff for media appearances and public events.
