Reporting to the CEO, the Director of Compliance and Quality Improvement provides senior-level leadership and oversight for Frontier Behavioral Health’s (FBH) Compliance Program and Quality Improvement initiatives. This position serves as the organization’s primary compliance authority and is responsible for developing, implementing, and monitoring systems that ensure adherence to federal, state, and contractual requirements. The Director plays a key role in strengthening internal controls, fostering cross-departmental collaboration, identifying operational and clinical improvement opportunities, and ensuring preparedness for audits and external monitoring. This role supports strategic goals, organizational culture, and practices consistent with FBH’s Mission and Vision, while promoting a culture of accountability, transparency, and continuous improvement.

Requirements

Bachelor’s degree in Healthcare Administration, Public Health, Behavioral Health, Business Administration, or a related field is required.
5-10 years of leadership experience in regulatory healthcare compliance, quality improvement, healthcare administration, or a related field is required.
Relevant, progressively responsible compliance experience may be considered in lieu of the required degree.
The Director of Compliance and Quality Improvement must possess strong analytical skills, operational insight, and sound judgment.
The individual must demonstrate the ability to interpret complex regulatory requirements and translate them into practical operational processes.
The position requires excellent communication and facilitation skills, strategic thinking, decision-making ability, and the capacity to collaborate effectively with executive leadership, program directors, staff, Board members, regulators, contractors, and community partners.

Responsibilities

Serve as the organization’s Compliance Officer which is the primary point person for all compliance-related matters.
Lead, direct, and implement internal communications, processes, and policies related to FBH’s Compliance Program, ensuring daily operations meet or exceed regulatory requirements, including service coding, documentation standards, compliance training, and reporting of compliance concerns.
Prepare and present the Annual Compliance Plan and Compliance Report to FBH’s Board of Directors.
Ensure organizational preparedness for external monitoring, audits, and regulatory reviews.
Recommend policy and procedure updates as needed to maintain regulatory compliance and mitigate risk.
Develop, implement, and annually update the organization’s Compliance Risk Management Plan, including conducting risk assessments, identifying areas of vulnerability, and establishing mitigation strategies to reduce regulatory and operational risk.
Serve as FBH’s HIPAA Privacy Officer, ensuring compliance with federal and state privacy laws; oversee privacy policies, breach response protocols, workforce training, and investigations related to protected health information (PHI).
Collaborate closely with the CEO to ensure contractual compliance with Medicaid Managed Care Organizations (MCOs), SCRBHASO, commercial payers, and other funding entities, including monitoring performance obligations, reporting requirements, and regulatory standards tied to reimbursement and funding agreements.
Develop, coordinate, lead, and implement projects and operational improvements across departments in alignment with strategic initiatives and organizational priorities.
Identify process improvements and system enhancements related to compliance, documentation, service delivery, and performance outcomes; recommend changes to the CEO and implement approved improvements.
Support the development and implementation of quality improvement plans that enhance service effectiveness, client outcomes, and operational efficiency.
Establish and monitor performance indicators to assess regulatory compliance, quality standards, and risk exposure.
Promote a culture of continuous improvement, accountability, and data-informed decision-making.
Act as a primary facilitator of communication between stakeholders, departments, and leadership teams to ensure alignment and coordinated problem-solving.
Assist with organization and coordination of interdepartmental operations.
Work collaboratively with agency leadership to develop, refine, and implement operational and compliance-related changes.
Participate in work groups and meetings with applicable community partners and system-level collaborators, representing FBH in a professional and collaborative manner.
Represent FBH with contractors, auditors, Medicaid Managed Care Organizations, SCRBHASO, regulatory agencies, and other oversight entities as assigned.
Demonstrate sound judgment to mitigate organizational risk and ensure full compliance with state and federal regulations, as well as FBH’s Mission and Vision.
Address employee-related concerns, complaints, and issues in collaboration with Human Resources, ensuring fair and compliant resolution.
Provide guidance, coaching, and leadership to compliance and quality staff, as assigned, fostering professionalism and accountability.
Execute other duties and responsibilities as requested by the CEO.
Assume additional key roles related to strategic initiatives, regulatory changes, or system transformation efforts, as assigned.
