About The Position

Des Moines Public Schools is looking for and accepting applications from dynamic leaders in School Finance for our Director of Financial Planning and Analysis position. The salary range shared below represents the minimum to the mid-point of the salary range. Candidates offered employment will be compensated based on skills, work experience, and education. This position will also qualify for a 14% Tax Sheltered Annuity (TSA) in addition to the base salary. Des Moines Public Schools offers up to $6,000 towards relocation costs. Job Title: Director of Financial Planning and Analysis Department: Business and Finance Reports to: Chief Financial Officer Highest Level Supervised: Accountants Job Summary: The Director of Financial Planning and Analysis (FP&A) provides leadership and oversight for district-wide financial planning, budgeting, forecasting, and analytical activities. This position supervises a team of analysts and staff accountants and is responsible for developing, analyzing, and monitoring the district’s financial plans, budget, and key financial reports to ensure compliance with law and regulatory requirements. The Director of Financial Planning and Analysis is responsible for providing information to the department and senior leaders to support informed decision-making, financial sustainability, and operational effectiveness. The essential functions as shown below represent only the key areas of responsibility; specific position requirements will vary depending on the needs of the district.

Requirements

  • Education: Bachelor’s degree in accounting or equivalent business degree.
  • Work Experience: 7-10 years of experience with general ledger and financial reporting
  • Five years previous supervisory experience
  • Licensure or Certification: CPA Certificate or Master’s degree in accounting or equivalent business degree.
  • School Business Official license by the Iowa Board of Educational Examiners, or enroll upon hiring
  • Knowledge, Skills, and Abilities: Effective written and oral communication and presentation techniques.
  • Demonstrated ability to respond in a timely manner to both internal and external individuals and organizations.
  • Ability to prioritize tasks and determine proactive approaches to problem-solving with strong decision-making capability.
  • Demonstrated ability to implement and lead continuous improvement practices for the department and district.
  • Demonstrated ability to lead through periods associated with crucial deadlines, completing responsibilities that require proven organizational skills, attention to detail, and commitment to quality and accuracy.
  • Extensive knowledge of generally accepted accounting principles and/ or governmental accounting standards
  • Excellent time management skills with a proven ability to meet deadlines.
  • Proficient with Microsoft Office Suite or related software and ERP system.

Responsibilities

  • Develop and lead the development of the district’s annual budget, including projecting current-year expenditures, developing budget assumptions, and finalizing budget submissions.
  • Monitor budget performance throughout the year, analyze variances, and recommend corrective actions, as needed.
  • Provide strategy and direction for the development, maintenance, and enhancement of financial models and tools (including Anaplan) to support multi-year forecasting, spending authority, and solvency analysis.
  • Prepare various reports and financial documents, including but not limited to: Aid & Levey reports and related worksheets; School Budget Review Committee applications; Quarterly General Fund and financial reports for the Board; Accurate and timely interim and final financial reports, including adjusting journal entries prepared by staff accountants and district personnel, as needed; Budget Guarantee items, budget amendment documentation, and supporting materials for the Board; Modified Supplemental Amount (MSA) requests and other requested financial submissions related to grants and programs; Compliance with state and federal reporting for responsible areas, included the Certified Annual Report (CAR), the Annual Comprehensive Financial Report (ACFR), and the Schedule of Expenditures of Federal Awards (SEFA) schedules; Year-end and reoccurring accounting entries, including AEA flow-through entries and nonpublic textbook transactions; and Other reports and financial documents as may be required or requested by the Chief Financial Officer.
  • Oversee the financial and programmatic monitoring of grants, ELL costs, and other program-specific financial activity, including special education supplements.
  • Collaborate with other departments to ensure that costs, including staffing costs, are accurately coded and charged to appropriate accounts.
  • Lead the single audit efforts with external auditors.
  • Supervise and manage staff accountants and analysts supporting grants, enterprise funds, special education, transportation, and program decision analysis.
  • Lead team meetings and cross-departmental discussions, providing clear direction, coaching, and value-added financial insight.
  • Receive, research, prepare, and communicate information requests to appropriate department and / or district staff.
  • Monitor, assess, and report the financial impact of legislation and regulatory changes to district funds to the Chief Financial Officer.
  • Maintain professional learning and growth through professional organizations, seminars, course work, and collaboration.
  • Participate in professional development opportunities for continued learning of school business accounting issues including research and solutions for best practice.
  • Other duties, as assigned.
