About The Position

Under general guidance, and following established policies and procedures, the Director of Lending directs, oversees and participates in the administrative management of the Credit Union’s lending functions. This position is responsible for the development, structuring and implementation of all lending and collection policies and operations in a manner that best serves the credit union and its members; including monitoring and analyzing economic conditions affecting the lending objectives and recommending appropriate action; optimizing the structuring of lending products and loan origination system workflows for effective service; ensuring compliance with state and federal laws; acting as liaison with CU Mortgage, Meridian Link, TruStage, State National and other vendors; overseeing the retail lending and collections staff and providing leadership and guidance; and ensuring the profitability of lending activities. This position participates in the strategic planning for the lending discipline within the credit union, working in cooperation with the Chief Executive Officer, the Chief Financial Officer, and the Board of Directors to chart profitable objectives that serve the mission of the credit union.

Requirements

  • A minimum of 5 to 10 years’ of progressive responsibility for consumer lending at a bank or credit union is required.
  • B.S. in Business/Management or Finance or related field is preferred.
  • Minimum of 3 years’ previous management experience directing, supervising, and evaluating the work of subordinate employees with demonstrated success in motivating and managing successful performance.
  • In-depth knowledge of Lending and Collections regulations and demonstrated experience developing compliant lending policies, products, terms, and disclosures, workflows and processes are required.
  • Ability to pass a background check and complete SAFE Act registration are required.
  • In depth understanding of Multi-Dimensional Portfolio Analysis and CECL.
  • Excellent verbal, written, telephone and interpersonal communication skills required.
  • PC proficient including Microsoft Office (Word, Excel, Access, Outlook, PowerPoint)
  • Demonstrated ability to think and interpret analytically, to work proactively, apply creativity and innovation, and master techniques without previous precedent to draw on.
  • Demonstrated ability to function independently and with work with minimal supervision.
  • Demonstrated experience as a critical thinker and problem solver.

Responsibilities

  • Responsible for the development and implementation of new loan products within the loan operating system, including system configuration, product setup, and coordination of testing; ensuring proper mapping and integration with the core processing system, as well as validation of all associated loan documents to confirm accuracy, compliance, and operational functionality prior to product launch.
  • Reviews CUMA mortgage loan applications, credit reports and supporting documentation to evaluate creditworthiness and determine eligibility for in-house portfolio (held) loans in accordance with credit union lending policies and guidelines. Works directly with the Credit Union Mortgage Associations Loan Officer and completes required loan sign-off sheets.
  • Drafts and maintains loan and collection policies, procedures, service, products, and documentation in compliance with federal and state regulations.
  • Provides leadership and direction to Retail Lending and Collection staff. Interviews, recommends hires, schedules, trains, assigns work, establishes performance expectations, evaluates, and monitors results. Recommends the discipline and/or discharge of subordinates, while maintaining required personnel documentation. Coaches and counsels, as necessary.
  • Maintain up-to-date knowledge of general economic conditions or changing trends that may affect the credit union Lending and Collections practices.
  • Provides input and recommendations for lending interest rates. Maintains knowledge of competitors’ rates and terms and other trends relating to Lending. Constructs products, rates, and terms that reflect the marketplace. Monitors and coordinates the discretionary and mandatory interest rate changes.
  • Understand Multi-Dimensional Portfolio Analysis and how it affects the credit union lending strategy.
  • Develop, analyze, and complete monthly loan reports. Develop procedures and reporting tools for effective information to flow through the department.
  • Review loan approvals and denials for soundness of decisions. Perform audit of consumer loan files to ensure quality and that lending policies are being followed. Ensure that all loan documents are accurate and complete and ensure all collateral loans are properly secured and released.
  • Define appropriate limits of authority for lending personnel and ensure adequate understanding of Credit Union’s loan procedures and policies.
  • Resolve member complaints involving loan decisions, errors on their account, collection issues, etc.
  • Oversee all aspects of home equity loan process including underwriting, closing, releases, modifications, Subordination approvals, appraisals, title reports, flood certifications etc.
  • Responsible for the annual HMDA filing for the credit union, ensuring all reportable mortgage loan data is accurately collected, reviewed, and submitted in compliance with the requirements of the Home Mortgage Disclosure Act (HMDA) and the guidelines established by the Consumer Financial Protection Bureau; including monitoring reportable loan activity, maintaining accurate loan application register (LAR) data, performing quality control reviews, and completing the annual submission through the HMDA Platform within required regulatory deadlines; ensuring that the loans processing and decisioning times are timely and meet the needs of both the members and the credit union.
  • Act as liaison for all Lending vendors (i.e., CU Mortgage, Meridian Link, TruStage, State National, Data Search, Auto Exam, Frost, LSI, etc.) and review all billing paid and credits received as it deals with Lending.
  • Assign, monitor, and supervise the workload in the Collections Department to ensure smooth and efficient workflow. Always ensure a courteous and considerate interface with members.
  • Establish and monitor effective control procedures for late and/or delinquent of possible delinquent loans. Determine when there is a need to reserve an account and for how much.
  • On an ongoing basis, communicate and monitor the requirements of staff in Collections procedures to protect the credit union’s interest and to handle members courteously. Train staff in alternative collection techniques to resolve issues positively.
  • Review accounts where action beyond routine collection procedures must be approved or implemented. Handle complex situations. Resolve difficult or non-routine member issues.
  • Authorize legal proceedings. Review default notices, surrender notices, bankruptcy procedures, foreclosure notices, etc. for accuracy and completeness. Review and approve all billing from attorneys retained for collection work.
  • Perform monthly review of all accounts that are to be written off as uncollectible and perform all related maintenance upon Board approval. Develop and review accurate reporting procedures on collection activities. Prepare and analyze reports for the CEO and/or Board.
  • Scope of lending responsibilities may include oversight of commercial lending portfolio.
  • Performs other duties as assigned.
