About The Position

GENERAL PURPOSE: Administers, plans, directs, and oversees the operations of a municipal library system, including services, programs, staff, facilities, and community engagement, ensuring alignment with city goals and community needs. SUPERVISION RECEIVED AND EXERCISED: Receives direct supervision from the Director of Human Resources Supervises library staff and volunteers. ESSENTIAL DUTIES AND RESPONSIBILITIES: Directs and manages all library operations, services, and facilities. Creates, reviews, and revises library policies and procedures. Develops and implements long and short-range plans. Provides support to Library Board and Friends of the Library. Maintains current knowledge of library trends, technologies, and best practices; participates in professional organizations, training, and conferences. Communicates and collaborates with City management regarding departmental operations, personnel, facilities, and strategic initiatives. Supervises and supports staff by providing guidance, resolving internal and external issues, conducting performance evaluations, and facilitating training and professional development. Responds to inquiries and concerns from staff, patrons, and the public regarding library services, programs, and policies; ensures high levels of customer service. Provides training in use of software, approving materials developed to promote library services and programs. Develops, administers, and monitors the library budget, including financial forecasting, expenditure tracking, and reporting; oversees grants, donations, and other funding sources. Recommends and oversees Capital Improvements Projects (CIP) in the Library. Prepares and presents agenda items to the City Council as needed. Supports development and community partnerships to enhance library programs and services. Ability to perform related duties and responsibilities as required. Regular and timely attendance is an essential job function. PERIPHERAL DUTIES: May serve as a member of various employee committees. Other Duties as assigned.

Requirements

  • Master's degree in library science or information science
  • Five (5) to ten (10) years of progressively responsible library experience., including two (2) or more years in a supervisory capacity
  • Must have valid Texas driver's license or be able to obtain one by date of hire.
  • Library Director must obtain at least 10 CEU a year as part of library's accreditation requirements.
  • Knowledge of computers
  • Knowledge of modern office practices and procedures
  • Knowledge of accounting principles and practices
  • Knowledge of library practices, procedures and information sources
  • Skills to use modern office and audiovisual equipment including, but not limited to computer, scanner, digital projector, digital camera, typewriter, copier, and calculator
  • Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems
  • Ability to deal with nonverbal symbolism (formulas, scientific equations, graphs, musical notes, etc.,) in its most difficult phases
  • Ability to deal with a variety of abstract and concrete variables
  • Ability to read, analyze, and interpret the most complex documents
  • Ability to respond effectively to the most sensitive inquiries or complaints
  • Ability to write speeches and articles using original or innovative techniques or style
  • Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups, and/or elected officials.
  • Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry
  • Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations
  • Ability to effectively meet and deal with the public
  • Ability to communicate effectively verbally and in writing
  • Ability to handle stressful situations
  • Ability to understand and follow instructions

  • Public Library Director Certificate Program preferred
  • Any equivalent combination of education and experience.
