About The Position

The Director of Operations is responsible for the day-to-day operational leadership of Andrews Institute Ambulatory Surgery Center (ASC), ensuring safe, efficient, compliant, and patient-centered surgical services. Shares 24-hour accountability with the other members of the administrative team. This role drives performance across clinical operations support, scheduling/throughput, staffing models, supply chain, facilities, vendor management, patient experience. This position partners closely with the Administrator, Director of Finance, and Director of Nursing to implement organizational strategy, support growth initiatives, and maintain operational excellence. Planning for, and administration of, the managerial, operational, fiscal, and reporting components of the facility. Ensuring the development, implementation, and enforcement of all policies and procedures, including patient rights. Ensuring that all business operations positions are assigned duties based upon their education, training, competencies, and job descriptions. Ensuring the provision of staff orientation and staff education. Establishing and maintaining liaison relationships and communication with facility staff and services, with support services and community resources, and with patients. Overseeing cash flows and financial instruments

Requirements

  • Bachelor’s Degree in a health profession, business administration, public administration, or other appropriate field. Master’s Degree is desired.
  • Five – Seven years’ experience in a leadership management position,
  • Experience in financial and Revenue cycle functions for ambulatory business office management is required.
  • Prefer previous ambulatory surgery experience and understand/promote the culture of ambulatory surgery.
  • Ability to collect and compare pertinent data on the target market
  • Ability to formulate and execute business strategic plans
  • Strong analytical and leadership skills with excellent written and verbal communication skills.
  • Proficient use of computers using medical billing computer systems.
  • Must have strong organizational skills.
  • Basic or limited knowledge of medical terminology.
  • Demonstrated ability to manage multiple priorities and competing deadlines.
  • Knowledge, understanding, compliance and enforcement of all applicable Federal, State and Local laws and regulations that regulate the collection industry.
  • Skill in mathematical computation, keyboarding and organizing files.
  • Ability to diffuse escalated calls, negotiates, and creates solutions for resolution.
  • Ability to maintain confidentiality of patient information in accordance with HIPAA guidelines.

Responsibilities

  • Oversees business office, HR, IT, and supply chain departments.
  • Lead daily ASC operations including OR/procedure room utilization, block management, staffing alignment, and throughput.
  • Facility vendor management.
  • Collaborates with the Medical Director, Administrator, Materials Manager and Business Office Manager to ensure that the facility efficiently provides surgical services that exceed customer expectations and financial operations.
  • Develops, plans, and implements strategies of each scope of the division to support and achieve goals.
  • Monitors external information resources regarding industry trends, compliance guidelines, and payer changes in order to effectively plan and implement necessary process changes in the division in order to achieve organizational goals.
  • Maintain readiness for licensure, accreditation, and payer audits; coordinate surveys and plan-of-correction activities to include application status and deadlines.
  • Maintain awareness of industry and professional issues at the local, state and national levels that impact the delivery of ASC services and healthcare management;
  • Provide facility benchmarking data.
  • Works with administrator and physicians related to sales/marketing plans. Oversees facility marketing.
  • Monitors continued compliance with government regulatory agencies and accrediting bodies
  • Assists Administrator to determine the need for and make recommendations concerning new or revised policies and procedures.
  • Develop, monitor, and collaborate the staffing needs, operations and capital budget.
  • Works directly with organization’s GPO to monitor cost saving opportunities.
  • Develop, monitor and direct the purchasing plan to stay within the proposed budget and maintain compliance with group purchasing organization.
  • Manage the operations budget; drive cost containment through staffing plans and supply chain controls.
  • Oversee supply chain performance, vendor relationships, equipment readiness, and inventory controls.
  • Provide quarterly cost savings opportunities.
  • Ensure compliance with government regulatory agencies and accrediting bodies
  • Oversee system implementation (EHR, billing platforms, IT system, etc.)
  • Ensure compliance with appropriate departmental policy and procedure manuals for use by staff.
  • Assist the administrator with external contracts, including support services and plant maintenance agreements and participate in managed care contracting as needed.
  • Monitor and ensure contracts are active and alert administrator to upcoming contract expiration dates.
  • Ensures that the facility is clean, neat, professionally maintained and conveys a feeling of confidence to our patients, their families and our physician customers. Communicate concerns with appropriate vendor.
  • Initiate and/or support activities to control costs.
  • Supervise collection of all required records and reports from managers for presentation to administrator.
  • Responsible to oversee all Business Office Operations including insurance verification and billing activities.
  • Mentors the business management team to ensure effective leadership throughout the facility. Motivates and inspires management team. Leads by example.
  • Plans and facilitates facility staff and management meetings with effective follow-up.
  • Proactively remains knowledgeable about trends in the ASC industry, library facilities, lectures and continuing education activities and ambulatory surgery networking meetings and literature.
  • Demonstrates customer care and customer service management both internally and externally.
  • Assist with developing annual facility operational reports.
  • Is responsible for the fiscal management of departments and ensures the proper utilization of the organization’s financial resources.
  • Manage team members which include oversight of orientation, development and evaluation of personnel processes, and monitoring the provision of delivering quality services. Participate in the recruiting, interviewing and selecting of team members following policies, guidelines and applicable laws. Evaluates personnel performance relative to job goals and requirements. Provides coaching to staff, recommends in-service education programs, and ensures adherence to internal policies and standards.
  • Review, approve, and submit time worked to payroll within the time limits set by payroll department.
  • Responds to staff needs quickly and efficiently while adhering to company and/or facility procedures and policies.
  • Consistently and fairly implements human resources policies in conjunction with HR consultant.
  • Monitors team member turnover, overtime, and absenteeism.
  • Generates quarterly HR reports in collaboration with the HR consultant.
  • Develops performance goals/objectives with each staff member to promote maximum productivity, proficiency and professional growth, as evidenced by written goals on performance appraisals.
  • Team member performance appraisals are completed thoroughly and submitted on time.
  • Follows human resources policies to implement progressive discipline, when necessary.
  • Recommends hiring and termination of employees, in conjunction with the Human Resources Consultant.
  • Participates in the selection, orientation, counseling and evaluation of staff and merit based increases.
  • Oversees completion of annual staff bonus incentive structure.
  • Effectively communicates departmental, organization, and industry information to staff.
  • Ensures continuing education and in-service records are complete for all personnel.
  • Suggest educational activities to promote professional development
  • Develops and implements orientation programs for staff, collaborating with the Education Coordinator and HR Consultant. Plans for appropriate learning experiences for staff.
  • Participate in staff meetings to discuss patient care and departmental issues.
  • Participates in Medical Staff meetings as needed.
  • Participates in Quality/Leadership Meetings.
