For over 125 years, Catholic Charities Brooklyn and Queens has been providing quality social services to the neighborhoods of Brooklyn and Queens and currently offers 160-plus programs and services for children, youth, adults, seniors, and those struggling with mental illness. Our residential housing programs serve clients with a variety of needs, including those who are formerly homeless and those struggling with mental illness. POP Management is an in house property management company of Catholic Charities Brooklyn & Queens. POP Management is the largest provider of affordable housing in Brooklyn & Queens. POP Management provides affordable housing to low-income seniors and to those with documented history of homelessness, substance abuse, and chronic mental illness. POP Management oversees and manages 25 senior buildings with 2,400 units and 4 supportive residences with 300 units for formerly homeless adults/veterans consisting of 300 units. The objective of POP Management is to provide high quality housing that responds to the needs of low-income seniors and supportive populations. STATEMENT OF THE JOB Director of Operations for Supportive Housing (the “Director”) is directly responsible for the overall management and supervision of agency's POP Management Corporation supportive housing portfolio. The Director is responsible for ensuring that all programs, fiscal, government, agency and foundation funding source requirements are in full compliance. The Director is responsible for the management of five (5) supportive housing buildings and supervision for all staff at those sites. The Director will establish procedures to ensure that all units are filled, and all tenants meet regulatory requirements under LIHTC, HOME and ESSHI housing. The Director will establish and maintain good working relationships with DHS, DOH, HUD VASH & HPD and shelter providers in order to obtain appropriate referrals and approvals for perspective tenants. The position ensures that the programs meet contractual obligations with New York State Department of Health (DOH), Department of Social Services (DSS/HRA/DHS) and, through coordination with Integrated Health and Wellness (IHW), Department of Health and Mental Hygiene (DOHMH). The position is responsible for operating the designated buildings within budget. The position is the leader for ensuring all requirements for Supportive Housing (facilities, fiscal, compliance, & tenant support services) are appropriately engaged by POP Management as well as the wider CCBQ Agency network. Further, the Director is responsible for coordinating the social services for the entire POP Management Housing portfolio. Provides input and guidance on the overall management of the social service component related to service provision. Ensures that the program’s structure and design foster an environment which facilitates the assessment and support of clients’ needs. Coordinates the implementation of proactive services at each facility that support client needs. Supports and models the use of crisis interventions across sites Develops an internal compliance and quality assurance plan to monitor service provision and track program outcomes. Provides continuous coaching, support and guidance to the POP Management social service team as a whole. Conducts relevant internal trainings and meetings to enhance staff skills. Coordinates with managers to ensure that all reports are accurate and submitted in a timely manner to all relevant sources. Develops, implements and maintains consistent policies and practices regarding program management, client services and other agency protocols. Develops and monitors system for on-going supervision of staff; facilitate meetings for staff development; where appropriate, develops training to ensure staff at all levels are aware of and skilled in requirements of program and agency. Assists in the development of responses to DHCR, tax credit and other compliance visits in Coordination with the property management teams and Central Administration. Participates in the preparation of annual building budgets and ensure buildings are operating within budget. When needed, alert appropriate staff to variances in income and/or expenses. Acts as management representative and liaison with DHCR, HPD, DOH, DSS and partners with IHW staff, as needed, to ensure all IHW contracts operating at the buildings remain in full contract compliance. Implements, monitors and appraises agency mission based strategic plan for housing properties. Coordinates special projects as requested by supervisor. Performs any other related duties as required or assigned.
