About The Position

Reporting to the Executive Vice President for Policy & Analytics, the Director of Policy is responsible for leading the organization’s public policy portfolio, developing advocacy positions, and broad coalition-building with policy leads to advance organizational goals. They analyze legislation and court rulings, produce research briefs, and manage external relationships with coalitional partners and stakeholders in connection with policy development. They will shape policy perspectives, manage projects, and engage in media efforts to promote a pro-voter agenda. This position involves work for both All Voting and AVL Action.

Requirements

  • 10 years of experience in policy, legislative, or legal work, with a proven track record in advocacy.
  • democracy-related policy issues such as voting rights, election administration, civic participation, government ethics, or institutional reform with deep knowledge of federal and state election laws, procedures, and practices.
  • Strong team management and coalition-building skills.
  • Excellent writing and public speaking abilities with experience producing high-level policy analysis and public-facing materials.
  • Law degree or Master’s degree in Public Policy, Law, Political Science, or a related field.

Nice To Haves

Responsibilities

  • Policy & Legislative Advocacy Identify and track emerging legislative, regulatory, and judicial developments affecting voting rights and election administration.
  • Design and implement policy, advocacy, and legislative campaigns across All Voting’s program states and their respective teams that align with the organization’s mission.
  • Advise the organization on policy risks, opportunities, and strategic positioning.
  • Ensure organizational compliance with lobbying and advocacy regulations.
  • Election Administration & Voting Rights Expertise Be a subject matter expert on elections issues like voting machines, election certification, voter list maintenance, etc.
  • Produce and oversee the development of policy briefs, white papers, legislative analyses, and public comment submissions.
  • Ensure all policy recommendations are grounded in rigorous research, data, and constitutional principles.
  • Work closely with State campaigns teams to ensure policy strategies are informed by on-the-ground insights and community needs.
  • Collaborate with Development staff to support grant proposals and donor reporting related to policy initiatives.
  • Create, submit, and follow freedom of information act (FOIA) requests with federal, state, and local entities.
  • Coalition Leadership & Ecosystem Coordination/Communications, Narrative & Public Leadership Deepen relationships with elections officials and their organizations across states.
  • Represent the organization in meetings with coalition partners, government officials, and key stakeholders across the political spectrum.
  • Build and maintain bipartisan relationships with other policy leads to advance objectives consistent with the organization’s non-partisan mission.
  • Partner with the Communications team to translate complex policy issues into clear, accessible messaging.
  • Develop, work toward, and successfully accomplish OKRs for the Policy & Analytics department.
  • Navigate and utilize All Voting's various platforms (e.g.: Asana, Google Workspace, Slack) and methods (M.O.C.H.A.) to see work through to satisfactory completion.
  • Liaise with All Voting team members, as necessary, on communication, follow-up, and other applicable projects, initiatives, and deliverables.
  • Regular travel to convenings, conferences, and critical meetings.
  • Develop annual project goals and metrics to assess impact and effectiveness.

  • Develop and implement a multi-year policy agenda that advances non-partisan, pro-democracy reforms at the federal and state levels.
  • Provide subject matter expertise for public forums, media engagements, and coalition convenings.
  • Engage with policymakers and testify at hearings to drive policy changes.
  • Lead, mentor, and supervise staff and consultants; foster a collaborative, inclusive, and high-performing team culture.
  • Supervise multiple policy & analytics team staff.
