About The Position

Provides administrative direction and leadership for expanding learning in extended day sessions and summer programs for the District, known as Out of School Time (OST) programs, funded through District, state, and federal categorical programs. Oversees the coordination of District access to OST programs via external providers and stakeholders. Directs the assigned program leaders and support staff. Establishes program goals and objectives in accordance with District policies and governmental mandates. Works collaboratively with staff to support implementation of academic and enrichment programs offered after-school, as extended-day sessions and summer programs. Ensures OST goals are consistent with the needs of the surrounding community and supportive of the educational mission of the School District.

Requirements

  • Master’s degree from an accredited college or university.
  • Five years of full-time, paid, professional educational experience, which have involved working in an educational setting and has included managing grants and working with community or corporate partners, at least three of which have been in a supervisory or administrative capacity.
  • Demonstrated knowledge of: o current practices to improve student achievement and accelerate learning. laws and regulations governing categorical programs related to Out of School Time and expanded learning. curriculum design, planning, development, implementation and evaluation. budget development and control. grant writing and the application process. federal, state, and city grant requirements and compliance measures. resources and funding opportunities for sustaining, renewing, and implementing new initiatives in service of students. the principles and practices of leadership, management, supervision and training. technology and computer software applications relative to education and administration. personal computer software applications including PowerPoint. supervisory methods and techniques.
  • Demonstrated ability to: interpret School District policies and procedures related to grant process, application and implementation. manage large or complex projects and/or budgets. plan, organize, and direct project activities and allocate staff resources to tasks efficiently. analyze and resolve complex problems. represent a superior at meetings and conferences. stimulate and motivate cooperative team effort and provide leadership. use a personal computer. effectively communicate, both verbally and in writing. establish and maintain effective working relationships.

Responsibilities

  • Provides administrative direction and leadership for the expansion of expanded learning opportunities via Out of School Time (OST) programs in the School District of Philadelphia schools.
  • Assists the Executive Director of the Office of Student Life with the development of OST priorities and for OST programs.
  • Oversees the development and implementation of timetables to achieve short and long term planning for programmatic activities.
  • Develops program goals and objectives in accordance with District policies and governmental mandates.
  • Works collaboratively with staff to deliver academic and enrichment-focused OST programs.
  • Oversees the effectiveness of the After School Programs, extended-day sessions and summer programs through the achievement of departmental objectives of program statistics.
  • Oversees coordinators who support positive program provider relationships with principals and school teams.
  • Advocates for the District with external organizations in matters concerning OST.
  • Serves as a point of contact for key external stakeholders, including the City of Philadelphia and the Pennsylvania Department of Education, when coordinating external OST services in District schools.
  • Oversees collaborative planning for elementary summer OST programs in direct partnership with the City of Philadelphia and other external agencies.
  • Directs, coordinates, and conducts training for staff in such areas as collaboration planning, on how to successfully update and track attendance data, and invoicing processes to improve their effectiveness in supporting OST programs.
  • Prepares and delivers oral and written reports, recommendations and presentations to the Board of Education, parents, and others regarding after school program matters.
  • Assists with the security and maintenance of cumulative and other records pertinent to the operation of the programs.
  • Visits classes and school sites on a regular basis to monitor effectiveness and assist when needed.
  • Keeps informed of current laws, regulations and trends related to after school programs that are categorically funded, by attending meetings, conferences and workshops, and by reading current professional publications.
  • Keeps the administrators abreast of new trends and changes.
  • Participates in available training to meet new safety and/or technology standards.
  • Develops and builds good communication and relationships between key central offices, schools, and staff members.
  • Participates in confidential and/or sensitive matters and/or projects at every level of the enterprise.
  • Works within setting priorities for the completion of requested services.
  • Participates in organizational planning within key central office.
  • Assists key central offices in various projects in partnership when needed.
