About The Position

The Project Director supports the engineering programs within the Planning and Engineering Office. The Director supports the front-end elements of construction projects, overseeing the collaboration of all stages from conception through design and construction. The Director assists with oversight of monitoring and maintaining the consistency and compliance of engineering design documents. Additionally, the Director provides advice and guidance, maintaining compliance with federal and state regulations for construction projects. The Director also works closely with the Construction and Rail Operations Offices to develop systems-related policies and requirements, and oversees the design and development of all railway components, including civil infrastructure, systems, stations, maintenance facilities, etc.

Requirements

  • Bachelor’s degree in engineering or a related field, with at least 20+ years of relevant experience, or demonstrated equivalency of experience and/or education
  • A minimum of 8+ years of leadership experience, including managing teams or projects in planning and engineering.
  • Extensive experience in overseeing HSR or similar railway engineering and planning operations, ensuring compliance with established standards
  • Experience in managing HSR or similar railway systems, maintenance facilities, stations, and trainsets
  • Proven ability to manage large-scale projects and collaborate effectively with cross-functional teams
  • Strong understanding of environmental regulations, sustainability initiatives, and infrastructure design
  • Excellent communication and problem-solving skills, with the ability to provide strategic guidance and drive project success
  • Excellent interpersonal and leadership skills, with the ability to collaborate effectively across departments and develop complex stakeholder relationships

Nice To Haves

  • Master’s degree in engineering or a related field
  • Professional Engineer (PE) license or other relevant engineering certifications
  • Project Management Professional (PMP) certification or similar project management credential
  • Proven experience in managing public sector planning and engineering projects or working with government agencies for HSR or similar railways
  • Expertise in environmental compliance and sustainability practices in infrastructure development
  • Strong knowledge of systems integration, network integration, and system certification processes
  • Familiarity with advanced project management software (e.g., Primavera, Microsoft Project) and engineering design tools

Responsibilities

  • Assisting the front-end elements of construction projects, ensuring smooth execution from conception through design and construction
  • Support the development, maintain, and enforce engineering design guidance documents, including design criteria, technical specifications, and engineering management plans
  • Collaborate with the Construction and Rail Operations Offices to develop and implement systems-related policies, including those related to integration and system certification
  • Support the design, planning, and commercial development of station areas, alignments, and support all construction-related inquiries
  • Support on all infrastructure engineering issues, ensuring designs meet Authority requirements and standards
  • Support overseeing general corridor planning activities with internal teams and coordinating with and providing feedback to various state and regional agencies
  • Advise the Chief of Planning and Engineering on complex, technical, highly sensitive and critical engineering programs throughout the project lifecycle.
  • Support the management of all activities in Engineering to ensure consistency and integration
  • Prepare status reports, maintain tracking log for issues and resolutions
  • SOX control responsibilities may be part of this role, which are to be adhered to where applicable.
