About The Position

Reporting to the VP of Major Capital Projects, the Director of Project Delivery is responsible for the strategic leadership and execution of the $1.62B BCH Oakland Campus Modernization program. This role serves as the primary Owner’s Representative, overseeing the delivery of a new 280,000 sq. ft. New Hospital Building, a multi-level parking structure, and critical campus-wide infrastructure improvements. The Director leads a high-performing integrated team of approximately 15 personnel, comprising both internal employees and external consultants. This position is the primary steward of the $1.1B multi-party IPD contract, ensuring that all signatories remain aligned with the project's Value Proposition, budget, and schedule milestones.

Requirements

• Bachelor's degree and/or equivalent experience/training in construction management, architecture, engineering, city planning
• 15 years of advanced experience in health care knowledge of and experience in planning, design, construction, environmental issues, legal issues, federal, state, and local laws, regulations and practices governing planning, building design, and construction, state and federal legislative processes, financial, budgeting and cost management skills, including interacting with and synthesizing widely divergent viewpoints and interests.
• 15+ years of experience/ expert skills to lead, direct and manage personnel including selection, training, evaluating, and, as required, taking corrective action.
• 10+ years of experience in written, verbal, and interpersonal communication skills, including skill to work effectively with multiple constituencies to advance organizational objectives.
• 5+ years of experience with Lean processes and tools
• Demonstrated experience with significant construction management responsibilities of complex healthcare construction projects with budgets greater than $200M
• 10+ years of experience in Integrated Project Delivery Methods including IFOA
• Expert knowledge of the organization, including its vision, mission, goals, achievements, and short and long-range strategic plans including capital projects planning and development.

Responsibilities

• Integrated Project Delivery (IPD) & Lean Leadership: Directly manage the $1.1B multi-party IPD agreement. This includes fostering a "Big Room" culture, leading Lean construction training and implementation (Target Value Design, Last Planner System, Pull Planning), and managing the shared risk/reward pool to drive project efficiency.
• Team & Resource Management: Provide direct oversight and mentorship to a team of 15, including project managers, financial analysts, and consultants. Ensure the team is right-sized and skilled to meet the evolving needs of the New Hospital Building and site infrastructure phases.
• Financial Stewardship & Soft Cost Management: Accountable for the total $1.62B program budget. Beyond the construction contract, this role manages the complex Soft Cost portfolio, including Medical Equipment, Information Technology (IT), Furniture, Fixtures & Equipment (FF&E), artwork, and specialized consultancy resources.
• Regulatory & Entitlement Oversight: Serve as the primary liaison for critical regulatory approvals. This includes managing complex permitting pathways with HCAI (formerly OSHPD), the Bureau of Planning and Sustainability (BPS), and various utility districts to ensure zero delays to the construction start and clinical activation dates.
• Infrastructure & Site Modernization: Oversee the delivery of necessary site improvements and infrastructure upgrades required to support the new 280k sf facility, ensuring minimal disruption to the existing operational hospital campus during construction.
• Stakeholder Collaboration & Fit-Up: Partner with clinical leadership and UCSF Health stakeholders to ensure the facility meets the highest standards for patient care. Manage the transition from "construction complete" to "clinical activation," ensuring the facility is fully equipped and ready for the first patient day.
