About The Position

Assists with monitoring regulatory compliance and ensuring quality of all programming in'the Children· and Family Division, which includes the entities doing business as Children's Horne of Reading, Edison Court, Affinity Services and others as assigned. The Director of Quality and Compliance will interface with regulatory and licensing agencies to procure and maintain licensure through implementation of policies to ensure safety, quality, and program integrity. The Director performs a variety of complex administrative services involving data review and analysis, policy development and implementation, HIPAA compliance, risk management, licensure, accreditation, and other related duties. Provides administrative support to agency leadership in the areas of PQI and Electronic Health Records (EHR).

Requirements

  • Master's degree.
  • Two years' experience working with youth post education. Two years' experience supervising staff
  • At least two years of administrative oversight of compliance matters.
  • Will consider bachelor's degree if candidate has more than two years' experience.
  • Ability to read, write and comprehend information. Ability to effectively communicate with residents, peers, clients, employees, and administration. Ability to professionally write detailed reports.
  • Ability to apply common sense understanding to carry out detailed and sometimes involved written and oral directions. Ability. to .interpret routine instructions without difficulty. Ability to apply rational/calm reasoning when confronted with difficult and/or ambiguous situations.
  • To perform this job successfully, an individual should have knowledge of Microsoft Office applications and Electronic Healthcare Records.

Responsibilities

  • Partners with others in the Quality and Compliance department to implement and maintain continuous quality improvement throughout the Children's Division to reduces waste, fraud, and abuse.
  • Helps coordinate and oversee the ongoing implementation of accreditation for all programs.
  • Chairs and/or helps facilitate PQI sub-committee meetings including keeping minutes.
  • Assists with the process of licensure and credentialing.
  • Identifies potential areas of compliance vulnerability and risk; oversees the development and implementation of corrective action plans for resolution of problematic issues and provides general guidance on how to avoid or deal with similar situations in the future.
  • Develops, initiates, maintains, and revises policies and procedures for the general operation of the Quality and Compliance Program and its related activities to prevent illegal, unethical, or improper conduct.
  • Provides support to the EHR team with implementation, maintenance and reporting as needed.
  • Monitors and coordinates compliance activities and identifies trends.
  • Conducts trainings as necessary to all programs, including providing annual compliance training for employees.
  • Provides reports on at least an annual basis, and as directed or requested, to keep Executive leadership informed of operation and progress of compliance efforts.
  • Assists with maintaining compliance with PA DHS, OMHSAS, Phila DHS, MCO and other licensing and regulatory requirements.
  • Monitors compliance with all regulatory bodies, completing quarterly reviews of client and personnel files for all programs.
  • Maintains a collaborative and productive working relationship with all program administrative staff to ensure top-down team approach across disciplines.
  • Ensures the completion and submission of required reports to PA DHS and applicable MCOs following any event as necessary which constitutes a reportable or adverse incident as per regulations, COA and/or MCO requirements, including delegating reporting duties to relevant program administrators.
  • Conducts critical incident and/or compliance investigations as assigned. Completes all necessary documentation. Works with Human Resources as needed.
  • Ensures the rmrintenance ·of fire alarms, security d.;vices, fire extinguishers, door alarms, door releases, telephonic and electronic communication, and any other object or system that is tied to securing the safety of the residents and staff: in good working order, and ensures these are inspected according to local, state, and federal
  • . standards on at least an annual basis at all programs.
  • Reports on programmatic issues at staff and team meetings and provides consultation on performance improvement plans and/or correction action items, when possible and/or necessmy.
  • Participates in the aµ;ency-wide Performance and Quality Improvement Committee
  • (PQI) as well as the sub committees, as possible.
  • Remains reachable by phone after hours for any significant compliance concerns.
  • Performs other job duties as assigned.
