About The Position

Oversees the utilization, professional development, business process improvements, and procedures, professional and organizational development, and operational functions for the Environmental Affairs Division. Work involves establishing and monitoring performance standards for all ENV sections. Manages division support functions in the areas of resource allocation, special projects, strategic planning, records support, and oversees curriculum development and training for operations-related activities. Recommends policy, procedures, and staffing requirements needed to execute division programs. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Requirements

  • Bachelor's Degree in any discipline. Relevant work experience may be substituted for degree on a year per year basis.
  • 5 years of experience in progressively responsible environmental and project management related activities. (Experience can be satisfied by full time or prorated part time equivalent) Related graduate level education may be substituted for experience on a year per year basis.
  • Must have three (3) years supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.
  • Project Management Professional (PMP)
  • Extensive knowledge of Quality management/continuous improvement methods, policies and procedures
  • Extensive knowledge of Organizational and project management concepts and procedures
  • Extensive knowledge of Information systems/technology processes and procedures
  • Extensive knowledge of Communication planning, training planning, and related change management disciplines
  • Extensive knowledge of Concepts, techniques and tools used in planning, designing and implementing database management systems and related technologies
  • Expert skill in Giving attention to detail and reviewing information to identify any errors and problems; ensuring consistency and clarity of information
  • Expert skill in Analyzing and organizing business and technical data
  • Expert skill in Communicating complex ideas and information clearly, concisely, and effectively
  • Expert skill in Delivering presentations and training to large and small audiences both in-person and online
  • Ability to Effectively organize and prioritize work demands in a fast-paced environment
  • Ability to Implement and use new technology and work processes to enhance decision-making
  • Ability to Evaluate process performance
  • Collaborates and cooperates with others and builds effective working relationships with internal and external members to accomplish organizational goals

Responsibilities

  • Recommends, reviews and analyzes processes for improvement and efficiency based on sound business practices, value added and operational delivery enhancement.
  • Oversees record support functions in the areas of records management, central files, records disposition, correspondence and open records requests.
  • Collaborates with division management to develop division policies, procedures and guidelines and monitors compliance.
  • Develops and monitors scorecards, dashboards, metrics, and performance goals.
  • Helps to establish performance standards for all ENV sections and evaluates the effectiveness of ENV activities and reports on performance standards to the ENV Division Director.
  • Oversees projects using accepted project management methodologies.
  • Implements communication plans to share project status, direction, outcomes, and deliverables with stakeholders.
  • Prepares and presents speeches and presentations and participates in planning conferences.
  • Oversees the development of curriculum and the administration of training for ENV, other department personnel, as well as external stakeholders involved with transportation programs.
  • Oversees the identification of statewide environmental issues/priorities and works with all ENV sections related to the technical support of projects and programs.
  • Oversees the collection, organization, analysis and preparation of reports and studies, including management, productivity and financial reports.
  • Performs other job responsibilities as assigned.
