General Description and Classification Standards: Supervises the repair and maintenance programs and activities for the City’s water utility plants. Manages the repair and maintenance of water and wastewater production plants and all Department of Watershed Management (DWM) facilities; provides project management; and manages assigned staff. Supervision Received: Direction received is very general and focuses on end results and is typically collaborative in nature. Position plans own work and project schedules and sequences. Essential Duties and Responsibilities: These are typical responsibilities for this position and should not be construed as exclusive or all inclusive. Plans, organizes and supervises the repair and maintenance of the City’s drinking water, wastewater plants, and facilities; establishes job priorities and time frames for building maintenance in the areas of electricians, HVAC, plumbing, fencing, and maintenance workers; monitors completion of job assignments to ensure compliance with standards and instructions and revises instructions and time frames as necessary. Identifies and recommends appropriate preventive, corrective, and predictive maintenance strategies based on life cycle costs and risk assessment analyses. Inspects water production facilities; notes areas that require attention; incorporates repair needs into daily or weekly schedules. Manages and maintains inventory of supplies and tools; purchases or orders supplies necessary to complete assigned projects; ensures that tools and equipment are maintained in good condition; maintains inventory of necessary parts for the completion of projects. Develops, prepares, and analyzes budget on a maintenance/inventory basis; evaluates maintenance/inventory costs and develops programs for improving efficiency. Conducts project design and monitors for completeness of specification requirements. Prepares bids and bid specifications. Manages staff; reviews employee time sheets; recommends personnel actions related to selection, training, performance, disciplinary procedures, work assignments and schedules, leave of absence, and grievances. Reviews work orders for accuracy. Coordinates annual, monthly and weekly work schedules and plans special projects. Performs all work duties and activities in accordance with City policies, procedures and safety practices. Attends meetings, conferences and workshops as assigned. Supports continuous process improvement initiatives. Stays abreast of technology trends and industry advancements; attends regular training for both compliance and to enhance professional development. May perform other duties as assigned.
