About The Position

Oversees and completes professional, technical and operational projects and assignments associated with the City of Atlanta's Water Distribution System; including program and project management, engineering design, distribution system investigation, plan review, permitting support, as-built documentation, records management, flow testing; valve operation and repair; and meter testing and repair. Supports the Department of Watershed Management (DWM) by developing information that supports decision-making across the enterprise; including Distribution, Engineering, Planning, Asset Management, Capital Improvement Project Development, Environmental Compliance, Billing, and Emergency Operations. This is an experienced, professional level position responsible for carrying out a wide variety of activities, with limited guidance or review. The position manages professional, technical, field, and administrative staff, including intermediate supervisors and/or team leaders. Staff may be City employees and/or consultants. Works independently and only reports to the supervisor when necessary approval or other direction is required. Direction provided is typically general and focused on operating objectives, managerial effectiveness and operating results; or specific and focused on an emergency, or time sensitive issue. Provides guidance to a varied group of Managers and Supervisors or may directly supervise a staff of professionals and team leaders engaged in an organization-wide or policy-advisory activity. Guidance should typically be general in nature and focus on objectives, end results, and policies.

Requirements

  • Extensive knowledge of civil engineering, engineering design, and typical engineering practices; including a working knowledge of construction issues, techniques, and terminology; the ability to interpret and apply laws, regulations and guidelines; and the ability to manage multiple tasks in a changing environment.
  • Ability to manage engineering programs and projects; including the ability to oversee and direct the design of engineering solutions, and the preparation of engineering drawings, specifications, and bid documents; and the ability to implement the efficient collection and analysis of data.
  • Ability to manage employees and direct the work of others, including the ability to interact effectively with various personality styles; the ability to communicate effectively, both verbally and in writing; and the ability to establish and maintain effective working relationships with upper management, professional colleagues, employees, the public, and staff from other departments, divisions, and organizations.
  • Ability to use Microsoft Office.
  • Bachelor's degree in Engineering, Construction Management, or related field.
  • Five (5) years of design, construction, and/or project management experience associated with water systems, include experience in the municipal government sector, with at least 1 year of leadership experience.
  • Valid Georgia Driver's license required

Nice To Haves

  • Experience with project management software, CAD, GIS, and relational databases is highly desirable.
  • 5 or more years of design, construction, and/or project management experience
  • 7 years of design, construction, and/or project management experience associated with water systems
  • PMP or CCM certification, CFO Certification.
  • Professional Engineer (PE), CPA.

Responsibilities

  • Responsible for the day-to-day operation of the Office of Linear Operations' (OLIOs') engineering staff and select City crews; including engineering design, permitting support, as built documentation, records management, flow testing; valve operation and repair; and meter testing and repair.
  • Manages, supervises and directs staff; including training, coaching and mentoring.
  • Serves as and oversees Program Managers, Project Managers, Construction Managers, Project Engineers and/or Design Engineers for water distribution system projects.
  • Manages programs and projects to meet scope, schedule and budget objectives.
  • Oversees the development and implementation of design and construction projects, including the preparation and review of scope, drawings, specifications, bid documents, task orders, work orders, cost estimates, and contract change documents.
  • Oversees field investigations and construction inspections, resolves contract issues, and approves payment requests.
  • Addresses engineering issues including main breaks, water supply, pressure, leakage, water loss, etc.
  • Provides technical assistance during emergencies, including prompt issuance of drawings and specifications.
  • Provides technical guidance with respect to engineering analysis and design, operational viability, and constructability.
  • Oversees the design, collection, and analysis of data for programs and projects including the development of budgets and reports.
  • Develops guidelines for design, construction, inspection, program development and record retention; including the evaluation of methods, materials, technologies, data collection and data analysis.
  • Provides general technical guidance to support DWM's operations, including Distribution, Leak Management, Asset Management, Water Distribution System Planning, Capital Improvement Project Development, Environmental Compliance, Billing, and Emergency Operations.
  • Responsible for responding to requests from citizens, council members, City employees, departments, organizations, etc., including providing support for community outreach efforts.
  • May perform other duties as assigned.
