Within KIUSD, the Global Facility for Disaster Reduction and Recovery (GFDRR) umbrella trust fund is a global partnership that helps low- and middle-income countries better understand and reduce their vulnerability to natural hazards and climate change. GFDRR supports analytics and technical assistance to governments in the most vulnerable countries and communities where it will have the greatest positive impact. As a donor-funded program, GFDRR consults regularly with donors and actively strives to maintain and develop new partnerships for increased impact. For more information: https://www.gfdrr.org/en Job Duties and Responsibilities: The E T Consultant will support implementation of flood risk management activities and programming. Tasks include coordinating and leading operational expert support on flood risk management to Task Teams and World Bank clients (advice on technical studies for project design and implementation, joining field missions and virtual meetings with client governments). The E T Consultant will work the Disaster Risk Analytics team and the City Resilience Program and will also be expected to contribute or lead knowledge products related to climate risk and flood risk management under other GFDRR Global Technical Programs where relevant. The E T Consultant will work closely with the Task Team Leaders and core staff of the Global Unit for Disaster and Climate Risk Management, under managerial supervision of the Manager, Disaster Management, Solutions & Impact:

Requirements

Master’s degree (or PHD) in civil engineering, Hydraulic Engineering, Hydrology, Geotechnical, Water Resource Management, Environmental Protection and/or relevant fields are required.
A minimum of 8 years of relevant professional experience is required. Practical experience in hydraulic and hydrological modeling and flood related infrastructure projects is required.
International experience and demonstrated ability to work in diverse, multicultural environments are required.
Analytical: Consistently demonstrates the use of strong analytical skills to effectively interpret data and make informed decisions, leading to quality outcomes for clients and partners.
Strong problem-solving skills and proven ability to apply these in carrying out research and operational tasks, presenting findings and recommendations, and contributing to resolution of sector and/or country issues.
Excellent sense of initiative, drive for results and client orientation, coupled with strong planning and organizational skills.
Experience collaborating with government agencies, international organizations, and community leaders.
Fluency (written and spoken) in English is required.
Proven communications skills, both in oral presentations and in written documents, including sections of papers, briefs, and independent reports.
Strong interpersonal, diplomatic and team building skills, and proven track record of building and maintaining collaborative relationships.

Nice To Haves

Experience managing large and complex procurement contracts in the development sector is preferred.
Knowledge of the World Bank key Urban Flood Resilience and Disaster Risk Management priorities and programs is a plus.
Fluency in an additional language such as French, Spanish or Portuguese is strongly desirable but not required.

Responsibilities

Lead and/or contribute to knowledge products related to flood risk management analytics developed under KIUSD Disaster Risk Analytics team and the City Resilience Program. Including, supporting or undertaking directly flood risk related assessments (hazards, exposure, vulnerabilities), ensuring the assessments are technically robust and will lead to actionable investments in Bank projects, enabling better support to clients.
Provide direct support to clients and Task Teams globally in the identification, assessment, implementation and monitoring of Flood Risk Management Activities, by conducting and supervising technical studies, providing input to project documents, training and capacity building, developing result indicators, participating in virtual and in-person meetings and missions, and related activities.
Support the implementation and procurement of risk reduction and preparedness technical activities to be carried out by client or other experts and ensure integration of flood risks management into broader multi-hazard risk reduction strategies and response plans.
Where necessary, discuss and define with the task teams the technical requirements for activities in Flood Risk Management Technical Assistance, and identify terms of reference, international experts or institutions that can support the activity.
Cultivate and advance partnerships with firms, consultants, external institutions, and internal World Bank teams for the co-development of new products, support to operational Task Teams, and advancement of the field of flood risk management.
Illustrate Program advancements and contributions in the form of blogs, peer-reviewed papers, conference contributions, etc.
Contribute to programmatic outputs including results monitoring, reporting, budgeting, and branding.
Lead or support the organization of capacity-building programs and training sessions for public officials, and/or in-country stakeholders on Integrated Flood risk management concepts, tools, and best practice, identify contributors for those events.
Facilitate coordination with related programs within the Infrastructure Vice-Presidential Unit and the World Bank in general.
Contribute to the work of GFDRR teams, facilitating team building, learning and knowledge sharing and collaboration.
Carry out other tasks relevant to support the overall objective of the position.
