About The Position

Position Title: Educator Programs Analyst Classification: Program Analyst 3 Salary: $5,988 – $9,191 ($6,401 - $9,828 PERS) Type: Permanent, Full-time, Non-Exempt We are seeking an Educator Programs Analyst (Program Analyst 3) to join our Educator Advancement Council team at the Oregon Department of Education. This is a permanent position represented by the Service Employees International Union (SEIU). This position follows a hybrid work model. Onsite presence will be required when business or operational needs are best supported in person, such as collaboration, training, or work that requires access to onsite resources. Employees approved to work remotely must have a reliable and secure internet connection and maintain a professional work environment that supports productivity. While working remotely, employees are expected to maintain the same level of performance, responsiveness, communication, and availability as they would in the office. What you will do! The Oregon Department of Education is seeking an Educator Programs Analyst to develop and monitor a program implementing Educator Advancement Council (EAC) grants; develop, administer, and program procedures to meet the goals of ORS 342.943, work collaboratively with EAC program staff as well as staff from ODE’s RADAR, finance, procurement, and IT departments to collect and review expenditure reports, disburse funds, collect program data, and administer grants funded through the EAC; and develop and maintain relationships with members from local agencies, community organizations, and various education partners. The position will be the primary grant manager for grant programs administered by ODE on behalf of the EAC, including but not limited to Regional Educator Networks, Grow Your Own Partnerships, and other professional learning grants.

Requirements

  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and four years experience coordinating or administering a program OR
  • Any combination of experience or education equivalent to seven years of experience that typically supports the knowledge and skill requirements listed for the classification.

Responsibilities

  • Develop written grant guidance for grantees, and monitor and enforce grant provisions relating to fiscal, operational, and programmatic requirements of grants.
  • Provide ongoing technical assistance and follow-up with grantees to support compliance with grant requirements, including deliverables and reimbursement requests.
  • Assist in the development of performance measures, study and evaluate program operations, revise guidelines for use and adapt procedures to improve program operations, including identifying barriers to program implementation, designing strategies to eliminate barriers, and improvements for efficiency and quality of grant program delivery.
  • Administer grants and oversee distribution of funds using the Electronic Grant Management System (EGMS), including developing and distributing forms, documentation, and other applicable resources.
