About The Position

Knowesis is currently seeking an exceptional Email Systems - JWICS Specialist to join our team and provide invaluable support to the Department of Defense Office of Inspector General (DoD OIG) Information Technology Support Services (ITSS) Bridge contract. To be eligible for this position, candidates must have a TS/SCI security clearance and possess United States Citizenship without the need for sponsorship, both now and in the future. Applicants without proof of United States Citizenship will not be considered due to the position's security clearance requirements.

Requirements

• Bachelor's degree from an accredited university in computer science, information systems, information technology, engineering, or a related technical field
• Minimum of 7 years of experience in email systems engineering, messaging systems administration, or related technical support roles
• Extensive experience with Microsoft Exchange Server administration, configuration, and troubleshooting
• Experience working in classified environments, specifically with Top Secret/Sensitive Compartmented Information systems
• Experience with JWICS (Joint Worldwide Intelligence Communications System) network operations and support
• Experience with email system design, implementation, and migration projects
• Experience with email security features, including spam filtering, malware protection, and encryption
• Experience with mailbox management, distribution lists, and Exchange organizational configuration
• Experience with email system performance monitoring, capacity planning, and optimization
• Knowledge of Department of Defense Security Technical Implementation Guides (STIGs) and compliance requirements for TS/SCI email systems
• Experience with Public Key Infrastructure (PKI) implementation for secure email in classified environments
• Experience with change management and engineering review processes in classified environments
• Strong documentation skills and ability to create technical documentation, Standard Operating Procedures (SOPs), and system architecture diagrams
• Experience working in a government or DoD environment with classified systems
• Strong analytical and problem-solving skills with attention to detail required for classified operations
• Excellent communication skills and ability to provide technical support and guidance
• Current Top Secret/SCI security clearance or ability to obtain and maintain TS/SCI clearance

Nice To Haves

• Information Assurance Technician (IAT) Level I or higher certification in accordance with DoD 8570.01-M guidance (Security Plus, GIAC Security Essentials Certification (GSEC), Certified Ethical Hacker (CEH), or similar)
• Microsoft Certified Solutions Expert (MCSE): Messaging or Microsoft 365 Certified: Messaging Administrator Associate
• Information Technology Infrastructure Library (ITIL) v3 or later certification
• Experience with Defense Information Systems Agency (DISA) Joint Service Provider (JSP) Data Center environments
• Experience with email archiving and records management solutions (ZL Technologies) in classified environments
• Experience with email security gateways (Barracuda, Clearswift) in classified networks
• Experience with PowerShell scripting for Exchange administration and automation
• Experience with Microsoft Skype for Business or Teams integration with Exchange
• Experience with mobile device management and email on mobile devices in classified environments
• Experience with Assured Compliance Assessment Solution (ACAS) vulnerability scanning for email systems in classified networks
• Experience supporting multiple classification levels (JWICS, SIPRNet, NIPRNet)
• Experience with disaster recovery and high availability configurations for Exchange (Database Availability Groups)
• Project management experience and ability to serve as Project Lead for email system initiatives
• Master's degree in computer science, information systems, information technology, engineering, or a related technical field
• Multiple Microsoft certifications related to messaging and collaboration technologies

Responsibilities

• Engineer, design, install, configure, and optimize email systems for the Joint Worldwide Intelligence Communications System (JWICS) Top Secret/Sensitive Compartmented Information (TS/SCI) network
• Provide system and engineering support for Microsoft Exchange email systems on the JWICS network for documented and approved projects and tasks
• Ensure all engineered email solutions are in compliance with Defense Information Systems Agency (DISA) Security Technical Implementation Guides (STIGs), Department of Defense (DoD), and OIG policies and standards for TS/SCI systems
• Ensure engineered email solutions are designed to maintain the highest availability and service dependability on the JWICS network
• Maintain existing and, as required, develop new documentation that includes Standard Operating Procedures (SOPs) and System Architecture Guides and Diagrams, adhering to organizational templates, policies, and standards for JWICS email systems
• Perform root cause analysis of critical email system outages and incidents on JWICS, engineer permanent solutions, and coordinate implementation
• Support the OIG Project Management Office (PMO) and Enterprise Architect (EA) during requirement analysis to develop technical solution options for JWICS email systems
• Provide OIG managementwith proposed configurations, optimizations, and system improvement plans for the JWICS email infrastructure
• Work with the OIG PMO to establish and meet project milestones to ensure all solutions meet documented customer requirements and are within project scope
• Follow all OIG Change Management and Engineering Review processes and ensure changes are completed according to the project and release manager schedule for JWICS email systems
• Work as part of a project team to engineer and develop migration plans for existing email services, ensuring minimal service interruption on JWICS
• Engineer and design email hardware and software solutions as required to ensure the capacity and availability of OIG email services on JWICS
• Engineer, install, configure, optimize, support, and design email solutions that incorporate DoD security requirements such as Public Key Infrastructure (PKI) and Host Based Security System (HBSS) for JWICS
• Manage and administer Microsoft Exchange servers, including mailbox management, distribution lists, and organizational mailboxes on JWICS
• Configure and manage email security features, including spam filtering, malware protection, and email encryption on JWICS
• Monitor email system performance, capacity, and availability on JWICS and proactively address issues
• Perform email system backups and restoration procedures on JWICS
• Troubleshoot and resolve email delivery issues, connectivity problems, and client configuration issues on JWICS
• Implement and manage email retention policies and compliance requirements on JWICS
• Configure and support email clients and mobile device access to JWICS email systems
• Coordinate with directory services administrators for Active Directory integration with email systems on JWICS
• Apply patches, updates, and security fixes to email systems following established change management procedures on JWICS
• Create and maintain email system documentation, including configuration guides, troubleshooting procedures, and runbooks for JWICS
• Provide technical support and guidance to users and help desk staff for JWICS email issues
• Maintain strict adherence to all Sensitive Compartmented Information security protocols and procedures
• Meet OIG established service level metrics and performance standards for JWICS email system operations
• Travel within the Continental United States (CONUS) and the National Capital Region (NCR) may be required to attend meetings, conferences, and training
