About The Position

Under the general direction of the ELR Director, or designee, the Labor Relations Program Manager provides consultation, analysis, interpretation, and training to internal and external clients on labor agreements and related processes and matters. This position works collaboratively and establishes highly effective working relationships with clients, labor relations colleagues, ELR/HR team members, and union representatives. This position serves as the first point of contact for Labor Relations and assists with routine labor relations issues including grievance processing, responding to union requests for information and participating in union bargaining.

Requirements

  • Bachelor's degree in a work-related discipline/field from an accredited college or university required.
  • 4+ years of experience in workforce and labor relations, HR Operations, Strategic Operations, Program/Policy Management, or related field, matrixed organizations required.
  • 8+ years of experience in Managing Projects or Programs with a track record of driving complex, cross-functional work required.
  • Experience improving processes, implementing workflows, or enabling technology solutions within HR/ER/LR required.
  • Excellent communication and cross-functional partner management skills across levels and regions required.
  • Strong analytical skills with experience using data to inform decisions, create reporting, and assess program performance required.
  • Experience managing documentation, standardization, and governance processes at scale required.
  • Ability to operate with speed, precision, and attention to detail in a fast-paced environment required.
  • Strong analytical and problem-solving skills.
  • Excellent interpersonal, counseling, and negotiation skills.
  • Ability to comprehend, interpret, and apply the appropriate sections of applicable laws, guidelines, regulations, ordinances, and policies.
  • Proficient with Microsoft Office Suite or related software.

Responsibilities

  • Analysis & Reporting: Leads efforts to conduct highly complex analyses across Labor Relations programs, policies, statutes and initiatives. Identifies process improvement opportunities. Develops and advocates solutions to organizational processes, programs, or barriers. Gathers and reviews data, conducts research, coordinates with relevant managers, and prepares analysis, reports, and recommendations. Collaborates with ELR leadership to develop, implement, and monitor data dashboards for the betterment of ELR processes, programs, and reporting. Provides quality control for high-level data reporting. Analyzes RFI, notices, bargaining, grievances, and arbitration information to identify trends and inform reporting. Assists with preparation of ELR Executive Summaries and annual reporting. Collaborate with ELR partners and coordinate data extraction for ELR related annual audits.
  • Collaborative Problem Solving & Counseling: Formulates strategies for process improvement, education, and enforcement of labor relations issues, updates to collective bargaining agreements, and processes to internal and external stakeholders. Provides guidance on contract interpretation and application. Partners with ELR colleagues to effectively implement cross-functional solutions to common concerns.
  • Labor Relations (LR) Administration: Project Lead of complex bi-annual and monthly LR initiatives. Communicate with and respond to a variety of inquiries. Prepares correspondence and reports, attends high level stakeholder meetings. Assists with implementation of strategic ELR projects and initiatives. Develops and coordinates policy or program communications. Provides administrative assistance to the Employee and Labor Relations Director or designee.
  • Labor Relations (LR): Builds relationships with employee representatives, including union leadership. Supports union contract negotiations, including preparing documentation and drafting proposals. Ensures compliance with collective bargaining agreements and employment policies. Perform activities associated with the resolution of grievances. Coordinates the grievance IME Function Duties process and meetings. Processes and responds to low-complexity union grievances and data collection/coordination for Requests for Information (RFIs), Assists internal business partners with investigations of labor relations issues according to bargaining unit contracts, SHC policy, regulations, guidelines, processes, and procedures to develop an action plan for resolving the issue.
