About The Position

Savannah River National Laboratory (SRNL) Human Resources organization is seeking an experienced Employee Relations and EEO Officer. Reporting to the Chief Human Resources Officer, the Employee Relations Director & EEO Officer serves as the Laboratory’s senior subject matter expert responsible for leading employee relations investigations and ensuring full compliance with federal Equal Employment Opportunity (EEO), Office of Federal Contract Compliance Programs (OFCCP) requirements and federal/state laws. This critical leadership role ensures the Laboratory maintains full compliance with federal contractor obligations while upholding the highest standards of ethical conduct, integrity, fairness, and accountability.

Requirements

  • Bachelor’s degree in Human Resources, Business Management, or related field; Master’s degree preferred.
  • Minimum of 15 years of progressive Human Resources experience in a complex, highly regulated organization.
  • At least 10 years of direct experience conducting employment discrimination investigations.
  • Advanced knowledge of federal employment and EEO laws, including Title VII, ADA/ADAAA, FMLA, Section 503, VEVRAA, and OFCCP regulations.
  • Experience preparing for and responding to OFCCP compliance evaluations
  • For ability to obtain and maintain a security clearance, US Citizenship is Legally Required

Nice To Haves

  • Master’s degree preferred.
  • Experience within a federal contractor, DOE National Laboratory, research institution, or similarly regulated environment strongly preferred.

Responsibilities

  • Lead and manage highly sensitive investigations involving allegations of discrimination, harassment, retaliation, ADA concerns, conflicts of interest, misconduct, theft, and other policy violations.
  • Develop comprehensive investigation strategies; conduct detailed fact-finding interviews; assess credibility; evaluate documentary and comparative evidence; and determine legally defensible findings and recommendations.
  • Prepare thorough investigative reports and executive summaries that clearly articulate findings, risk assessments, and recommended actions for executive leadership and legal review.
  • Partner with HR Business Partners, Internal Audit, management, and Office of General Counsel to recommend corrective actions consistent with laboratory policies and federal/state laws.
  • Manage EEO caseload to ensure timely resolution and adherence to regulatory and internal reporting deadlines.
  • Serve as a trusted advisor to senior leaders on employee relations matters.
  • Serve as the Laboratory authority on federal employment laws and regulations, including Title VII, ADA, ADA Amendments Act (ADAAA), FMLA, and OFCCP regulations.
  • Oversee and prepare required federal contractor compliance documentation, including: Affirmative Action Plans (AAPs), including Section 503 and VEVRAA components EEO-1 reporting VETS-4212 reporting Pay equity and compensation analyses Contract compliance documentation in partnership with HRIS Required federal and state workplace postings
  • Lead preparation for and response to OFCCP compliance evaluations, desk audits, and onsite reviews.
  • Support internal and external audits and independent compliance assessments.
  • Identify compliance gaps and implement corrective action plans to ensure sustained audit readiness and contractual compliance.
  • Oversee ADA accommodation processes and ensure full compliance with the interactive process, particularly within a research and technical workforce environment.
  • Provide guidance to leadership on accommodation matters, balancing operational requirements with legal obligations.
  • Develop and deliver compliance and ethics training related to harassment prevention, discrimination, ADA, retaliation, and ethical workplace conduct.
  • Promote awareness of Laboratory policies through leadership coaching, presentations, training programs, and stakeholder engagement initiatives.
  • Contribute to continuous improvement of policies and procedures to strengthen compliance culture and organizational effectiveness.
