About The Position

Are you passionate about strengthening emergency medical services in Nebraska’s communities? The Nebraska Department of Health and Human Services (DHHS), Division of Public Health, is seeking a proactive, analytical, and community-focused EMS Systems Sustainability Coordinator to join the Office of Emergency Health Systems. This NEW position will play a key role in ensuring EMS systems that deliver reliable, high-quality Emergency Medical Services to all Nebraskans, regardless of where they live, and that is sustainable for future generations. The ideal candidate will be skilled in systems analysis, community engagement, and solution development, with a strong background in EMS or health systems management. DHHS is open to negotiating the office location subject to the availability of office space at the time of offer.

Requirements

  • Bachelor’s degree or equivalent coursework/training in community health education, biological science, adult/continuing education or related field AND experience in public/community health education activities with responsibility for: developing, evaluating, and leading health education program activities; assessing health needs; writing and designing educational and informational material, training aids, and presentations; preparing grant proposals; or planning and leading group sessions. Related experience may substitute for a Bachelor’s degree on a year-for-year basis.
  • Must be a currently licensed Nebraska EMT, Advanced EMT, Paramedic, EMS training in the armed services or eligible to get your Nebraska license within six months of hire, or other healthcare professional with a minimum of 5 years of experience in EMS.
  • Must have five years of EMS management experience.
  • Valid driver's license.
  • Ability to travel statewide, including overnight stays.
  • Regular and reliable attendance is required.
  • Employment is contingent upon successful completion of a background check.
  • Knowledge of EMS service models, performance metrics, and healthcare delivery systems.
  • Strong skills in stakeholder communication, facilitation, and report writing.
  • Ability to analyze operational and financial data and translate findings into actionable recommendations.
  • Ability to build relationships with EMS providers, local officials, and community stakeholders.
  • Comfortable working independently and managing multiple priorities.
  • Ability to develop, interpret, and apply policies and procedures.

Nice To Haves

  • Bachelor’s degree in public health, emergency medical services, public administration, health care administration, or a related field, and five years of experience in program administration, healthcare systems coordination, EMS operations, or emergency preparedness.
  • Experience working with EMS services, systems of care, healthcare organizations, or government/public health entities.
  • Familiarity with rural EMS challenges, alternative delivery models (such as community paramedicine), or service consolidation efforts.
  • Proficiency in data analysis, strategic planning, and stakeholder facilitation.
  • Knowledge of Nebraska EMS statutes, regulations and protocols, EMS funding systems, and public health infrastructure.
  • Grant writing or resource development experience.
  • Experience with the electronic Nebraska Ambulance and Rescue Service Information System (eNARSIS).

Responsibilities

  • Conduct operational and financial assessments of EMS services across the state.
  • Identify and analyze risk factors contributing to EMS service instability or closure.
  • Compile, interpret, and report data related to EMS staffing, funding, service delivery, and geographic coverage.
  • Communicate and collaborate with other Office of Emergency Health Systems staff.
  • Collaborate with EMS providers, local governments, and other stakeholders to develop and implement sustainability plans.
  • Coordinate and facilitate stakeholder meetings, community workgroups, and technical assistance sessions.
  • Assist EMS agencies in identifying funding opportunities.
  • Serve as a liaison between the Office of Emergency Health Systems and EMS services to support collaborative problem solving.
  • Recommend policy or programmatic changes to support long-term EMS system sustainability and access.
  • Travel throughout the state to conduct site visits and provide onsite assessments and guidance.
  • Assist EMS services to implement change including but not limited to alternative service delivery and regionalization of services and resources.
