You’ll take the lead on preparing applications for the Arizona Corporation Commission and play a key part in reviewing and approving master plans, basis of design reports, and engineering drawings for new developments—ensuring every project meets EPCOR’s high standards for quality and reliability. Requirements

  • Bachelor’s degree in Civil or Environmental Engineering , Construction Management related field, or equivalent experience in utility regulatory compliance.
  • Minimum of 6 years of experience in engineering.
  • Experience working with State Utility Regulators preferred.
  • Knowledge of engineering, project management, and construction/operation of water/wastewater facilities and infrastructure.
  • Demonstrates a solid understanding of current trends and technology for water/wastewater conveyance and treatment systems.
  • General understanding of industry safety regulations, as well as federal, state and county water quality and design regulations and technical standards.
  • Excellent quantitative, analytical, and problem solving skills as well as strong communication skills, solid time management and organization skills.
  • Excellent leadership skills and interpersonal skills.
  • Ability to exercise independent judgement, show initiative, and work well independently and as part of a team.
  • Excellent Microsoft Office skills including spreadsheets, presentation, and scheduling software.

Nice To Haves

  • Professional Engineer registration in the State of Arizona preferred.
  • ADEQ operator certification is a plus.
  • Experience with reviewing and approving civil/mechanical engineering plans is a plus.

Responsibilities

  • Prepare applications for and work with the Arizona Corporation Commission as the technical expert in applying for Certificates of Convenience and Necessity for EPCOR.
  • Draft letters, create submittal packages, and manage programs that interact with regulatory agencies to obtain permits, certifications and approvals for projects and programs (AOC applications, Capacity Assurance, PWS forms, MAG 208, etc.)
  • Draft, review, and administer master development/utility agreements and main extension agreements.
  • Assist as engineering technical advisor to plan reviewers for review of water distribution and wastewater collection plans.
  • Draft and publish regular updates of engineering design criteria and engineering details.
  • Understand and administer utility tariffs, administrative rules and regulations.
  • Review water modeling design assumptions and output reports.
  • Interact with operations staff and understand how various water/wastewater systems operate.
  • Manage the delivery of developer-funded water/wastewater projects through all aspects of engineering design, permitting, procurement, construction and commissioning.
  • Manage and administer engineering consultants and construction contracts, along with providing direction as necessary to maintain project budgets and scheduled delivery dates.
