About The Position

This position manages and executes all phases of the City's large water and wastewater capital projects from inception to completion (programming, planning, design, bids and contract awards, and construction). Work often involves projects with high visibility where public relations and public perception are critical. This position serves as mentor and supervisor to project managers or other section personnel and functions as a technical expert related to specialty, both internally and externally. The salary for this position is $98,289.00 - $109,209.99 Commensurate with experience.

Requirements

  • Bachelor’s degree in engineering, construction management, or a related field from an accredited school.
  • Five (5) years of related work experience in engineering or construction management preferably in civil engineering or municipal capital improvement projects including one (1) year of supervisory experience.
  • Licenses, Certifications or Registrations: Requires a valid driver’s license.

Nice To Haves

  • Prefers licensure as an Engineering Intern (EI) or Professional Engineer PE (or equivalent credentials in the field of specialty); (or ability to obtain certification within one year of hire) depending on assignment.
  • Prefers knowledge in water and wastewater collections, distribution, and treatment process design.
  • Experience with Microsoft Office Suite products
  • Knowledge of engineering and construction principles such as project initiation, planning, implementation, and closeout.
  • Skill in communication, both verbally and in writing.
  • Ability to apply fundamental project management principles.
  • Ability to apply direct change control principles to project management and implementation.

Responsibilities

  • Supervises and coordinates work activities of assigned staff; assigns work, monitors work status, and inspects completed work; participates and provides input in staffing decisions relative to hiring, firing, discipline, and promotional opportunities; evaluates performance; mentors staff; and aids with career development.
  • Provides expert technical advice and information in specialty to consultants, contractors, engineers, City officials, and the public regarding procedures, regulations, and standards; contributes to the formation of related City policies.
  • Assists with planning, implementation, and administration of division and program objectives; identifies, analyzes, and prioritizes projects for maximum impact and return on investments.
  • Serves as project liaison to the public, property owners, media, other government agencies, other employees, and City officials regarding assigned projects; solicits input and feedback; coordinates public relations and education activities; makes presentations to City Council and civic groups; develops press release and public information materials; answers questions from property owners and the general public; and participates in legal activities related to the assigned project.
  • Represents the project internally for all City concerns; reviews/resolves problems; provides direction; facilitates project meetings; and prepares executive summaries.
  • Manages the administrative aspects of the project; negotiates and administers budget and related expenses; updates project schedules; reviews project progress; approves invoices, work orders, and purchases; ensures compliance; approves and maintains documentation; acquires required permits; completes closeout documents; and ensures quality control.
  • Conducts preliminary research, mapping, and initial field visit; coordinates locales; surveys; and creates design.
  • Meets with developers about water and sewer inquiries.
  • Conducts final field inspections and completes punch lists.
  • Inspects construction sites on a regular basis; reads daily construction reports.
  • Supervises and provides input or direction for contractors, consultants, and work crews; inspects work; monitors progress, costs, regulatory compliance, and quality control.
  • Coordinates and participates in the programming phase of the project (planning and preliminary design); identifies user needs, requirements, and resources; develops cost projections, budget, and specifications; and facilitates final approval of the project.
  • Coordinates project-related bid process and contract awards.
  • Manages projects during design and construction phases; assists with field decisions; approves change orders and schedule changes; and inspects quality of work and materials.
  • Prepares, coordinates, and/or reviews construction and engineering plans, designs, and specifications related to projects; performs or requests modeling, testing, planning, and engineering studies in support of project analysis and design; reviews and verifies engineering calculations and analysis ensuring that specifications and standards are met; and recommends improvements, modifications, strategies, structural systems, or other aspects of project development.
  • Performs other related job duties as assigned.
