About The Position

The Florida Department of Environmental Protection, Division of Recreation and Parks, Bureau of Design and Construction is seeking a highly motivated individual to manage daily activities of the professional staff’s design functions required to manage and protect Florida's natural and cultural resources by delivering outstanding facilities and infrastructure throughout Florida’s award-winning state park system. The Design Section Leader will be responsible for the Section’s day-to-day operations, will provide leadership to ensure the Section’s Strategic Plan and Goals are being met, and will supervise the preparation of detailed drawings and specifications to establish standard facility plans for reuse as needed statewide to reduce construction costs, provide low maintenance facilities and speed up delivery of design and construction services. Assists in determining scope of projects, establishing priorities for preparation of detailed drawings and written specifications needed to apply for required land development, environmental and building permits, receives competitive bids and awards contracts for funded projects. Manages coordination with local governments to satisfy all zoning and health requirements; Water Management Districts, State Fire Marshal, Department of Transportation, Department of Management Services and Environmental Protection, Division of State Lands and Beaches and Coastal Systems, Water Facilities and Environmental Resources Permitting; US Army Corps of Engineers and US Coast Guard to obtain permits for construction. Directs staff coordination with Department of State, Division of Historical Resources for facility location, reconstruction and repair or rehabilitation of historic structures. Coordinates formulation of policies and standards for design to ensure timely completion and quality control of finished projects. Coordinates compliance with accessibility requirements, asbestos and lead base paint removal and appropriate building codes, including the Florida Building Code and the Florida Fire Prevention Code. Coordinates investigations of existing facilities to determine repair or renovations costs. Procures all design and construction services in accordance with all mandated Florida statutes, rules and regulations that apply to the Bureau of Design and Construction’s procurement activities.

Requirements

  • Ability to plan, organize and coordinate building construction program activities.
  • Ability to design and implement architecture/ engineering professional design services contracts.
  • Ability to monitor and inspect building projects.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to understand and apply applicable rules, regulations, policies and procedures.
  • Valid driver’s license.
  • Travel.
  • At least 4 years of verifiable related experience in Architecture, Engineering or Construction related field. Post-secondary degrees may be used as an alternative for the required years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees.

Nice To Haves

  • Knowledge and experience with the State of Florida procurement rules for design and construction and other commodities.
  • Knowledge and experience in successfully supervising and managing a public entity, multi-million dollar design and construction program.
  • Ability to maintain active Florida Professional Engineer License, Florida Architect License, or Florida General Contractors License or minimum of 10 years’ experience in professional design project management, engineering, construction or related field required.
  • Five years of supervisory experience.
