We are seeking a Engineering Technician VI to provide Transportation project support with a focus on management of active construction projects and inspections thereof in support of the National Forests in North Carolina Facility Disaster Recovery for the U.S. Department of Agriculture (USDA) Forest Services in Asheville, NC. So, what will the Engineering Technician VI at Terrestris do? As the Engineering Technician VI, you will provide technical services in support of initiatives and assigned missions of the Contracting Officer Representative (COR). The focus of your duties will be field assessment, contract management and routine inspections for disaster recovery projects. Project planning, surveying, project scoping, and contract preparation will comprise a minority of the duties assigned. The work effort is to provide the support required to achieve the desired degree of responsiveness essential to accommodate workload demands. Specific work shall include, but not be limited to, pre-design and contract inspection. What does a typical day look like for the Engineering Technician VI? You will: Conduct detailed site assessments as directed by engineering program including the development of potential courses of action. Perform survey or assists with survey of projects as directed by COR. Perform or direct surveys to establish baseline data necessary to initiate transportation construction and repair projects. Perform field surveys and investigations to determine existing conditions and recommend courses of action. Inspect transportation and bridge construction contracts for conformance with plans, specifications, regulations, standards, codes, and schedules. Document construction contract progress with photos and written descriptions of work in sufficient level of detail to assure compliance by the construction contractor with the provisions of the contract. Document and promptly inform COR of deficiencies and recommend corrective courses of action. Use government supplied templates for construction inspection documentation. Inspect safety and quality assurance/quality control aspects of jobs in progress. Perform or oversee and evaluate routine field testing of construction materials. Assist COR with preparation of RFI responses by performing product research and applying knowledge of construction methods and best practices. Evaluate and verify progress payment requests for COR approval. Update project tracking information based on the latest data. Update digital asset database with the most current project asset changes. Provide construction management and inspection services, including the development of complete and adequate inspection reports. Completeness and adequacy will be evaluated in accordance with clear and specified objectives provided by the engineering program prior to the commencement of work. Promptly recognize and communicate deficiencies, predicated on a thorough and complete knowledge of the plans and specifications of the contract documents. Regularly communicate the progress of work along with any delays or obstacles that would prevent meeting established timelines.

Requirements

  • Authorization to work in the U.S. permanently without sponsorship.
  • A minimum of (8) years of technical work experience administering or inspecting transportation construction contracts of various types including site/civil construction, road construction, and road bridge construction.
  • Knowledge of transportation field engineering, inspection practices, design criteria for transportation construction projects and methods for correcting violations or deficiencies.
  • General understanding of construction methods, materials, and equipment as well as construction best practices, quality assurance methods, and material sampling and testing.
  • Strength and mobility to work in a typical field setting; stamina to navigate uneven terrain and construction sites, including standing, walking, and climbing for up to 8 hours a day; vision to read printed materials and computer screens; and hearing and speech to communicate in person or over a radio or telephone.
  • Travel : You will be expected to travel to project locations throughout the Pisgah Forest in NC for contract inspections as well as pre-design scoping activities and surveys utilizing your own means of transportation with high clearance vehicle preferred; cost(s) to be reimbursed.

Nice To Haves

  • A minimum of (12) years of experience administering or inspecting public works projects for federal government entities.
  • Possession of Level II or above Contracting Officer’s Representative certificate through federal acquisition trainings and certification process is strongly desired.
  • A minimum of (12) years of experience performing, or directing the performance of, routine assessments of roads and related infrastructure to determine compliance with existing Federal/State and/or organization safety regulations.
