About The Position

The Environmental Compliance Manager is responsible for developing, implementing, and managing environmental compliance programs across the company’s retail fueling operations covering CA, OR, and NV. This role ensures all facilities operate in full compliance with federal, state, and local environmental regulations governing underground storage tanks (USTs), hazardous materials and waste management, spill prevention, stormwater, and other environmental programs associated with fuel retailing operations. The Environmental Compliance Manager works closely with operations leadership, maintenance teams, regulatory agencies, and environmental service providers to proactively identify compliance risks, maintain regulatory permits, coordinate inspections and testing, and oversee corrective actions when necessary. This position is responsible for maintaining environmental documentation, managing regulatory reporting, supporting environmental audits, and ensuring facilities are prepared for regulatory inspections In addition, the role provides guidance and training to operations staff on environmental compliance requirements and best practices, while supporting the company’s commitment to safe, responsible, and environmentally compliant operations. The Environmental Compliance Manager serves as the company’s subject matter expert on environmental regulations affecting retail fueling, convenience store, car wash, and automotive service operations.

Requirements

  • Bachelor’s degree in Environmental Health & Safety, engineering or science required.
  • 5+ years of experience/applicable training related to the following statutory schemes and all regulations issued pursuant thereto: The Underground Storage of Hazardous Substance Law (California Health and Safety Code, Division 20, Chapters 6.7) The Hazardous Waste Control Law (California Health and Safety Code, Division 20, Chapters 6.5) The Hazardous Materials Release Response Law (California Health and Safety Code, Division 20, Chapters 6.9)
  • 10+ years in the oil & gas industry.
  • 5+ years of managerial experience required.
  • High technical proficiency in the comprehension and application of the applicable regulatory resources and requirements associated with environmental compliance and sustainability.
  • Proficiency communicating regulations, risk management, and risk assessment skills.
  • Proficiency in environmental compliance auditing, incident investigation, and recordkeeping.
  • Proficient with Microsoft Office including Excel, Outlook and Word.
  • Underground Storage Tank (UST) Compliance Management – In-depth knowledge of UST regulatory requirements including leak detection, overfill protection, corrosion protection, annual testing requirements, and release detection programs.
  • Fuel System Infrastructure Knowledge – Understanding of fueling system components including dispensers, submersible turbine pumps (STPs), underground piping, sumps, under-dispenser containment (UDCs), tank monitoring systems, and spill containment equipment.
  • Secondary Containment & Testing Programs – Experience managing regulatory testing programs including secondary containment testing, line tightness testing, annual equipment inspections, and regulatory compliance documentation.
  • Tank Monitoring & Leak Detection Systems – Familiarity with automatic tank gauging (ATG) systems, alarm interpretation, compliance monitoring, and coordination of repairs for leak detection or equipment failures.
  • Fuel Release & Environmental Incident Response – Experience managing petroleum release investigations, spill response, regulatory reporting, and coordination with environmental consultants and remediation contractors.
  • Regulatory Inspections & CUPA Coordination – Experience supporting inspections conducted by Certified Unified Program Agencies (CUPAs), environmental health departments, or similar regulatory authorities.
  • Hazardous Materials Business Plan (HMBP) Management – Experience preparing, submitting, and maintaining hazardous materials inventories and emergency response plans in compliance with local regulatory programs.
  • Stormwater Compliance for Fueling Facilities – Knowledge of stormwater pollution prevention practices applicable to fueling stations, car washes, and automotive service operations.
  • Construction & Tank Replacement Compliance – Experience supporting environmental compliance during tank upgrades, system retrofits, station remodels, and new construction.
  • Environmental Due Diligence & Site Assessments – Ability to support environmental site assessments, property evaluations, and regulatory review associated with fuel station acquisitions or redevelopment.
  • Vendor & Environmental Contractor Oversight – Experience managing environmental service providers responsible for testing, compliance inspections, tank removals, remediation, and regulatory reporting.
  • Multi-Site Compliance Management – Ability to manage environmental compliance across multiple fueling locations while tracking regulatory deadlines, inspections, and maintenance requirements.

Responsibilities

  • Manage environmental compliance programs to ensure compliance with state and federal laws while also maintaining conformance with corporate requirements.
  • Lead environmental initiatives and deploy programs on all environmental matters.
  • Resolve environmental issues raised by regulatory agencies and communities in which we operate.
  • Provide strategic technical guidance and environmental permitting support to the business to enable the achievement of business objectives.
  • Manage environmental compliance audits and carry the findings and specific audit actions to closure.
  • Responsible for preparation of bi-annual environmental audit and status report.
  • Coordinate with team members on the effective implementation of newly finalized environmental regulations impacting operations.
  • Respond to or support the response to environmental claims such as lawsuits, complaints, and Notices of Violation.
  • Develop strategies and execute for new and emerging regulations that have the potential to impact the business.
  • Enforcement of the Company’s written compliance plan, policies and procedures to ensure compliance with the applicable state and federal laws and regulations at each facility owned and/or operated and/or developed by Company. The compliance plan includes policies and procedures to facilitate the timeliness of all required inspections and other requirements including monthly DO inspections and alarm logs; equipment maintenance and repair; satisfaction of all document maintenance requirements; fulfillment of all facility employee training requirements; and the timely demonstration of Company’s return to compliance to regulatory agencies after any finding of non-compliance.
  • Manage the environmental due diligence for acquisitions.
  • Training Area Managers in the areas of Hazardous Material and Hazardous Waste.
  • Annual UST refresher training for employees.
  • Tracking APCD/AQMD and UST (CUPA) permits.
  • Conduct liaison with Air Quality and CUPA inspections in completing Notices and Violations.
  • UST/APCD/AQMD compliance binder management (record keeping).
  • Possess and maintain a valid California UST Inspector Certificate issued by the International Code Council (ICC) as provided by California Code of Regulations, title 23 section 2715.
