About The Position

The Green and Healthy Homes Division is responsible for analyzing, overseeing, and improving environmental health hazards across CHA’s portfolio – including but not limited to lead-based paint, mold, asbestos, water quality, and indoor air quality. The Environmental Health and Safety (EHS) Manager will coordinate inspections and abatement or hazard reduction work across the Authority’s housing portfolio. This position will be responsible for managing environmental compliance, consultant contracts, and preparing status and site visit reports. This position will be responsible for developing and maintaining guidelines and standard operating procedures in accordance with federal, state, and local laws, and other environmental records for CHA properties and other environmental-health focused capital maintenance repair work. EHS Managers regularly engage with residents and contractors during the planning and execution of abatement projects, including field work, education, outreach, and capacity building.

Requirements

  • Graduation from an accredited college or university with a bachelor’s degree in public or occupational health, environmental science, or related field, with a minimum of 4 years of responsibility in a project manager role for environmental and/or building maintenance programs.
  • A working knowledge of federal, state and local environmental or housing regulations is preferred.
  • This individual must possess excellent communication (written, verbal and interpersonal) and negotiation skills.
  • Effective problem-solving skills along with excellent organizational and planning experience.
  • Must be able to meet schedule and budget commitments in a dynamic environment.
  • Must have a valid driver’s license and be able to travel to project sites.
  • Must have demonstrated ability to successfully manage multiple projects simultaneously.
  • Comprehensive knowledge and use of MS Office required.
  • Minimum OSHA 30-Hour certification required or obtained within six (6) months of employment.

Responsibilities

  • Lead the development, implementation, and continual enhancement of the CHA’s environmental programs and plans for all owned properties.
  • Identifies and leverage knowledge of environmental regulations, practices, and procedures to implement best practices for environmental programs and plans with a focus on primary prevention.
  • Conduct and/or coordinate inspections and assessments with regulated environmental materials to assure compliance with regulatory requirements, identify opportunities for improvement, and provide recommendations based on findings.
  • Gather and maintain specified records of data, including environmental sampling, testing, mitigation, abatement, and operations and maintenance manuals.
  • Working with qualified consultants, develop, distribute, and monitor water management plans for properties.
  • Prepare internally or externally required reports; respond to agency requests; and verify compliance with EHS requirements.
  • Prepare and submit timely reports and responses to informational requests.
  • Provide recommendations and ensure proper follow-up and resolution of all concerns identified through assessments, inspections, monitoring activities, or other means.
  • Provide training and information necessary to ensure responsible personnel are aware of CHA and governmental EHS regulations and requirements.
  • Manage the overall performance of abatement projects, relating to scope, safety, quality, schedules costs, and review project budget and project resource allocation.
  • Working with Property Operations and Construction teams on quality and compliance assurance.
  • Maintain project deliverables using appropriate project control tools, and monitor and report weekly projects, problems, and recommended solutions.
  • Responsible for verifying allocated budgeting for projects, as well as the issuance of requisitions and purchase orders through CHA’s internal systems.
  • Work independently and as part of a team to manage and coordinate day-to-day project related activities.
  • Facilitate a total team method to define each project scope, project goals and stake holder deliverables.
  • Perform other duties as assigned, consistent with the goals and objectives of this position.
