About The Position

The Florida Department of Environmental Protection protects, conserves and manages the state’s natural resources and enforces its environmental laws. This is a highly professional intermediate level supervisory and managerial position in the South District’s Compliance Assurance Program (CAP). Manages a compliance assistance and enforcement team working in one or two program areas. In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department’s Standards of Conduct, as well as any and all departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position. Spends majority of their time communicating with, motivating, training, and evaluating employees; and planning and directing employees’ work, and has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action.

• Support Organizational Efficiency: Ability to plan, organize and coordinate work assignments for staff. Ability to prepare and implement a multi-discipline training plan for subordinates. Skilled in managing and critically evaluating data and preparing program metrics reports to assess and meet required Levels of Service.
• At least 4 years of verifiable related experience in regulatory inspection/compliance/permitting or other professional related experience. Post-secondary degrees from an accredited college or university with a major in a natural or physical science may be used as an alternative for the required years of experience on a year-for-year basis, for a total of four years. A credential evaluation report from an approved agency must be submitted along with all foreign degrees.

• Travel is required, including overnight
• Obtain Department certification as a Certified Wetland Evaluator (CWE) within 6 months of hire.

Nice To Haves

• Minimum of four years of verifiable professional related experience.
• Knowledge of Chapters 403, 373, 253, 258, Florida Statutes (F.S.) and Rules 18-14, 18-20 and 18-21, 62-330 and 331, and other applicable Florida Administrative Codes (F.A.C.).
• Knowledge of EPA’s approval of Florida’s Assumption of the Water Quality Certification.
• Ability to wade, swim, snorkel, and traverse difficult wetland terrain found in South Florida’s climate.
• Ability to perform field biology and water quality sampling techniques.
• Knowledge of potential environmental impacts which result from construction and the ability to read maps, aerial photography, site plans, and drawings.
• Skill and experience in using GIS software products, such as ESRI ArcMap 10.x, to prepare maps and in using portable GPS units to locate geographic or natural resource features.
• Skill in working with the public and providing excellent customer service by using active listening skills, conflict resolution skills, and negotiation skills.
• Knowledge of (and experience applying): The Department’s compliance and enforcement process, policies and procedures, DEP’s Enforcement Manual; the Environmental Litigation Reform Act (ELRA); Directive 923; and the Water Program Specific Guidelines for Characterizing Violations.

Responsibilities

• Compliance Assistance: Responsible for district-wide coordination of compliance assistance activities in the Environmental Resource Program (ERP) program area to help the public and regulated community maintain compliance with applicable State, Federal regulations. Surpervises staff to meet or exceed the Level of Service (LOS) for compliance visits. Ensure that routine feedback is obtained from regulated facilities. Plans, coordinates and implements compliance assistance site visits, outreach and public information programs. Provides technical assistance to the general public, consulting engineers, governmental officials, and applicants regarding state and federal requirements for the ERP program.
• Compliance Assurance: Surpervises staff to meet or exceed the LOS for compliance inspections. Reviews and evaluates compliance inspection reports and complaint investigations. Ensures that the reviewed inspections reports are sent to the facility in a timely mannner. For any non-compliance issues discovered during compliance or complaint inspections, oversees and guides the recommendations of staff to ensure proper and timely resolution of those violations. For major violations at facilities, recommends whether formal action is necessary to bring facility into compliance; consults with Division and Assistant Director, as necessary. Tracks compliance and enforcement status through the Department’s various databases to ensure completion of LOS and State Review Framework (SRF) metrics (if applicable). Reviews all inspection reports, in-compliance letters, non-compliance letters, warning letters, notices of violations, case reports, peer review memos and assists in preparation of enforcement cases. Ensure that all citizen complaints are addressed in a prompt and effective manner and follow-up actions are completed.
• LOS and Metrics: Responsible to meet or exceed the required LOS to the Department’s internal and external customers. Ensures that all LOS and metrics are met or exceeded, including CAP metrics, SRF timeliness (if applicable) and accuracy metrics and all other metrics set by the Assistant Director and/or District Director. Prepares metric status reports for management on a monthly basis. Coordinates with leadership to implement programmatic process improvements.
• Program and Staff Management Responsible for training, workload assignments and workload tracking of ERP compliance staff in the South District. Coordinates with the Assistant District Director to ensure that Department, Division and District Directives are followed by the District’s CAP staff. Attends or assures attendance at applicable annual training workshops, teleconferences, meetings, seminars, OSHA mandated safety courses. Responsible for preparing a multi-discipline training program and maintaining a training schedule for all subordinates to ensure that the LOS is served and that the funding categories are utilized appropriately. Oversee employee performance. Measures performance, conducts performance appraisals, provides feedback, supports good work efforts, and takes necessary actions to correct poor performance issues. Responsible for monitoring time and attendance of subordinates.
• Performs other related duties as required or directed.
• District Response Team (DRT) The incumbent of this position has been identified as emergency Mission Essential Personnel in accordance with Rule 60L-34.0071(3)(e)1.a., F.A.C., and, in that capacity, may be required, on short notice, to perform duties and travel in support of emergency efforts. All leave approved is subject to recall in the occurrence of a major event. Leave should be coordinated with backup/cross-trained staff and approved by management to ensure that DEP essential functions can be performed, if required. This position may be placed on-call to remain available to perform essential duties.
