About The Position

The Water Investment Division (WID) is seeking a Design and Construction Engineering (DCE) Program Manager to lead a team of highly skilled engineers and analysts. This role oversees engineering review and technical assistance for projects seeking funding under the Clean Water and Drinking Water State Revolving Fund (SRF) programs, Pollution Control Grants, and other sources. The position is part of the Water Investment Division Management Team (WIDMT), contributing to the Division's mission of stewarding public investments in water infrastructure. DCE and the Water Infrastructure Finance Program (WIFP) work closely to administer the SRF programs in WID. The SRF programs are evolving to meet record high funding demand and project volume. The new DCE Manager and WIFP Manager will lead an effort, working closely with the team, to streamline SRF program operations. The selected candidate will foster a healthy team culture, strengthen partner relationships and customer service, and promote continuous improvement. Based in Montpelier with the option to telework two days a week. Cover letter and resume required.

Requirements

  • Master's degree or higher in hydrogeology, chemistry, soil science, engineering, environmental studies, law, or public administration AND two (2) years or more at a professional level in an environmental management or regulatory program in a supervisory or administrative capacity.
  • OR
  • Bachelor's degree in engineering, a physical or biological science or other field closely related to environmental conservation AND four (4) years or more at a professional level in an environmental management or regulatory program INCLUDING two (2) years or more in a supervisory or administrative capacity.

Responsibilities

  • Lead the DCE Program, fostering a collaborative team culture.
  • Ensure effective program operations, develop and maintain policies/procedures, and deliver associated resources/trainings to customers.
  • Consult with the DCE team and WID leadership on policy determinations.
  • Oversee project and program-level tracking and reporting.
  • Assist staff with workload management and prioritization, review of deliverables, and navigating conflicts or challenges.
  • Promote professional development and conduct performance evaluations.
  • Foster an inclusive and connected work environment.
  • Co-lead SRF strategic plan development and implementation.
  • Engage partners and customers in continuous improvement of program policies and procedures, project oversight and tracking, and communication.
  • Enhance transparency, improve review times, and allow staff to focus on highest value activities.
  • Represent DCE on WIDMT and communicate priorities to WIDMT and the Director.
  • Collaborate with other managers to implement operational improvements and define roles and responsibilities.
  • Support core WID functions, including project tracking, communications, technical project management, and continuous improvement.
  • Provide training and direction in engineering oversight of funded projects, including planning, design, and construction of wastewater, stormwater, and drinking water infrastructure.
  • Conduct project review and oversight as necessary, including review of submittals and construction site inspection.
