About The Position

This Environmental Program Supervisor I position is the Branch Supervisor for the Aquatic Toxicology Branch (ATB) of the Division of Water Resources Water Sciences Section. This position is both technical and supervisory in directing all Branch activities regarding scientific defensibility, workloads, and scope. The employee is responsible for the management of four scientists and the variety of program areas in which these positions are involved.

Requirements

  • Bachelor's degree in one of the agricultural, biological, engineering, environmental, or natural resource sciences or a closely related curriculum from an appropriately accredited institution and three (3) years of progressive experience in environmental work; or an equivalent combination of education and experience.

Responsibilities

  • -- Work planning, staff allotment, and preparation of scientific reports and regulatory communications for adherence to state and federal policy, law, and scientific principle
  • -- Management of Branch staff, including developing, establishing, and implementing long-term strategies for the Branch, setting staff work standards and goals, development and periodic review of position descriptions, training, scheduling, recruitment, hiring, and personnel actions
  • -- Assessing strategic needs for technical projects and grant proposals, delegation of technical project design, development and submittal of study plans, and study reports for studies proposed and/or completed
  • -- NPDES Whole Effluent Toxicity (WET) program management, including compliance and enforcement, permit review, AT form review and database upkeep, remission requests and biocide form review
  • -- Oversight of Biological Lab Certification, including coordinating and conducting laboratory audits, commercial laboratory result review, oversight of annual proficiency testing, and issuing annual re-certification
  • -- Overseeing EPA 106 Grant Whole Effluent Toxicity (WET) monitoring, including lab support duties on weekends and holidays and laboratory quality control, which includes standard operating procedure review
  • -- Serving as the Division’s primary administrative contact and consultant (internal and external) for all matters pertaining to the analyses for which the Branch is responsible, including interaction with staff and clients through presentations and meetings with commercial labs, facilities, consultants, and other stakeholders
