About The Position

This is an independent professional position specializing in the permitting, compliance, and enforcement of rules and regulations of public swimming pools and public bathing places regulated under Chapter 64E-9 of the Florida Administrative Code (FAC). Duties require a thorough understanding of rules, laws, and techniques pertinent to water pollution, water treatment, and other related environmental concerns. The incumbent serves as contact person for permitting, compliance, and enforcement issues related to the public swimming pools. Works independently by inspecting public swimming pools and reviewing construction plans submitted by consultants. This position also enters public swimming pool data into the DOH Environmental Health Database. The incumbent prepares written reports related to public swimming pools. Backup duties for other environmental programs will be provided as needed.

Requirements

  • Willing to work before, during, and/or beyond normal work hours or days in the event of an emergency. This may include working in a special needs or Red Cross shelter, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
  • Current employee of Florida Department of Health. Applicants accepted only from Department of Health employees, (includes OPS, Career Service, SES or SMS employees). Applicants will not be accepted from outside of the department.
  • This position requires current authorization to work in the United States without employer sponsorship. The Department of Health is unable to provide employment visa sponsorship. Are you authorized to work in the United States without employer sponsorship?
  • This position requires daily in-office or field work. Willing to physically come in the office daily and perform field work.
  • Valid driver's license, free of major infractions and access to an automobile to be utilized for work purposes.
  • Bachelor’s degree from accredited four (4) year college or university with a degree in engineering or in environmental science, environmental health, public health or physical biological science.
  • Previous experience conducting inspections of public swimming pool facilities.
  • Previous experience in interpretation of rules/regulations for swimming pools.

Responsibilities

  • Inspects public swimming pools and bathing places regulated by the Department of Health to assure compliance with 64 E-9, FAC to assure compliance with state water quality, safety, and operating standards to protect the public health. Activities include permitting, field chemical testing, inspecting water treatment components (pumps, filters, chemical feeders, flow rates, etc.), complaint investigation, consultation, and enforcement.
  • Completes plan reviews for all proposed new and modified public swimming, spa, wading, water recreation attraction and specialized pools, and bathing places.
  • Conducts initial inspections of all new and modified public pools and bathing places.
  • Provides technical consultation to public pool program inspection staff, managers, engineers and contractors.
  • Issues initial operating permits and any changes resulting from modifications or new approved building department public swimming pools. All entries are made into the DOH Environmental Health Database.
  • Maintains master files for each proposed or approved public pool located within Broward County. These files contain one set of approved plans and documents, construction approval notification letters, initial operating permits, and approved plans/documents for all revisions and modifications.
  • Delivers public education programs to interested citizens on public pool health and safety concerns.
  • Attends meetings and participates of in-service training programs and continued education offerings related to the above.
  • Provides backup duties for other programs as needed and completes other related duties as required.
